【摘要】：目前政府間財(cái)政轉(zhuǎn)移支付仍是我國(guó)實(shí)現(xiàn)生態(tài)補(bǔ)償?shù)闹饕侄�。與縱向轉(zhuǎn)移支付相比,橫向轉(zhuǎn)移支付在解決區(qū)域(流域)間橫向經(jīng)濟(jì)生態(tài)利益沖突方面更具優(yōu)勢(shì)。本文對(duì)德國(guó)州際橫向轉(zhuǎn)移支付制度及我國(guó)省內(nèi)、省際生態(tài)補(bǔ)償橫向轉(zhuǎn)移支付實(shí)踐案例進(jìn)行分析,提出以生態(tài)基金模式為核心建立生態(tài)補(bǔ)償橫向轉(zhuǎn)移支付運(yùn)作機(jī)制,并完善配套保障措施,形成縱、橫生態(tài)轉(zhuǎn)移支付相結(jié)合、搭配使用其他補(bǔ)償方式的多元化生態(tài)補(bǔ)償模式。
[Abstract]:At present, intergovernmental financial transfer payment is still the main means of ecological compensation in China. Compared with vertical transfer payment, horizontal transfer payment has more advantages in solving the conflict of horizontal economic and ecological interests between regions (basins). This paper analyzes the interstate horizontal transfer payment system in Germany and the practical cases of ecological compensation horizontal transfer payment in our province, and puts forward the establishment of ecological compensation horizontal transfer payment operation mechanism with ecological fund model as the core. And perfect the supporting safeguard measures, form the combination of vertical and horizontal ecological transfer payment, and use the multiple ecological compensation mode with other compensation methods.
