【摘要】：新農(nóng)村建設(shè)是解決"三農(nóng)"問題的基礎(chǔ)和重要途徑,近年來,各級政府高度重視新農(nóng)村建設(shè)問題,投入了大量財政資金。為了了解新農(nóng)村建設(shè)財政資金使用的績效,本文以上海市某區(qū)2010年—2012年新農(nóng)村建設(shè)財政資金績效評價為例,從為什么要評價、做了什么、怎樣評價、評價結(jié)果、以及如何改進五個方面完整地揭示了新農(nóng)村建設(shè)財政資金的績效狀況,為全國其他地區(qū)更快更好地實施新農(nóng)村建設(shè)、更高效地使用新農(nóng)村建設(shè)財政資金提供了理論參考和實踐借鑒。
[Abstract]:The construction of new countryside is the foundation and important way to solve the problem of "agriculture, countryside and farmers". In recent years, governments at all levels attach great importance to the construction of new countryside, and have invested a lot of financial funds. In order to understand the performance of the new rural construction financial funds, this paper takes the performance evaluation of the new rural construction financial funds in a certain district of Shanghai from 2010 to 2012 as an example, from why to evaluate, what to do, how to evaluate, and to evaluate the results. And how to improve the performance of the new rural construction financial funds in five aspects, so as to implement the new rural construction faster and better in other areas of the country. More efficient use of new rural construction financial funds to provide theoretical and practical reference.
