上海市貨物類政府采購中的價格評估機制研究

【摘要】：政府采購工作是公共財政管理體制的重要的一個組成成分,也是增強政府宏觀調(diào)控能力的重要經(jīng)濟手段。《政府采購法》頒布以來,我國的政府采購工作力度正在加大,實施范圍正在拓展,社會關注度正在聚焦,成績經(jīng)驗也在積累�！墩少彿ā奉C布實施以來,我國政府采購工作取得了巨大成績,同時我們也應當看到工作中還存在一些不盡如人意的地方。采購價格高是最核心、最直觀的問題,也是各方面問題的綜合體現(xiàn)。有哪些因素影響著政府采購價格的形成。如何全面認識政府采購價格過高的問題。如何深刻分析產(chǎn)生采購價格過高的根本原因或癥結(jié)。如何建立政府采購價格監(jiān)管機制和如何形成供應商之間的市場競爭機制。如何把握預算管理、政府采購、國庫支付之間的協(xié)同運作。這成了我們必須面對的重大而緊迫的課題。本文采用文獻研究法、統(tǒng)計分析法、案例分析法等研究方法,從政府采購機構(gòu)工作實踐出發(fā),匯集多年來政府采購面臨的問題和困境,對國內(nèi)外學者關于政府采購的概念及相關的概念進行界定,在此基礎上對西班牙、美國、浙江省等在政府采購價格評估制度中實際操作和具體做法進行闡述,分析值得借鑒的經(jīng)驗。深入分析上海市政府采購價格評估機制面臨的主要問題及產(chǎn)生成因。在“完善上海市政府采購價格評估機制的基礎條件、建立上海市政府采購與消費市場價格之間的聯(lián)動機制和完善上海市政府采購價格評估機制”等方面提出意見和建議,以期對上海市政府采購價格評估機制的建設提供幫助和參考。筆者通過研究指出上海現(xiàn)行的政府采購價格評估機制本身并不完善,造成的這些問題的原因即有市場直接的原因也有體制本身的垢病,要突破這些問題,完善上海市政府采購價格評估機制,需求從完善政府采購價格評估機制的相關條例及管理辦法、著力建設政府采購價格評估機制運營團隊、提升政府采購信息化管理系統(tǒng)的建設及其運用、引入第三方價格評估機制,做到同質(zhì)可比、完善預算編制標準,形成政府采購產(chǎn)品配置評估中心、鼓勵政府采購市場在銷型號,防止專供型號發(fā)生、打破壟斷機制,引入市場競爭和建立輔助制度等方面完善,只有這樣才能促進上海市政府采購價格評估機制的完善。
[Abstract]:Government procurement is an important component of the public finance management system, and also an important economic means to enhance the government's macro-control ability. Since the promulgation of the "Law on Government Procurement", the work of government procurement in our country is increasing. The scope of implementation is being expanded, social attention is being focused, and achievements and experiences are accumulating. Since the promulgation and implementation of the "Law on Government Procurement", great achievements have been made in the work of government procurement in our country. At the same time, we should also see that there are still some unsatisfactory work. High purchase price is the core, the most intuitive problem, but also a comprehensive embodiment of all aspects of the problem. What factors affect the formation of government procurement prices. How to fully understand the problem of excessive price of government procurement. How to deeply analyze the root cause or crux of excessive purchase price. How to establish the government procurement price supervision mechanism and how to form the market competition mechanism between suppliers. How to grasp the coordination between budget management, government procurement and treasury payment. This has become a major and urgent issue that we must face. This paper adopts the methods of literature research, statistical analysis, case analysis and so on, starting from the working practice of government procurement agencies, collecting the problems and difficulties faced by government procurement over the years. On the basis of defining the concepts and related concepts of government procurement by domestic and foreign scholars, this paper expounds the actual operation and specific practices of Spain, the United States and Zhejiang Province in the government procurement price evaluation system. Analysis of the experience worth learning. This paper deeply analyzes the main problems and causes of purchasing price evaluation mechanism of Shanghai Municipal Government. Suggestions and suggestions are made on "perfecting the basic conditions of Shanghai Municipal Government's Purchasing Price Evaluation Mechanism, establishing a Linkage Mechanism between Shanghai Municipal Government's Purchasing and Consumer Market Price, and perfecting Shanghai Municipal Government's Purchasing Price Evaluation Mechanism". With a view to the Shanghai Municipal Government purchase price evaluation mechanism to provide assistance and reference. The author points out that the current evaluation mechanism of government procurement price in Shanghai itself is not perfect, the causes of these problems are not only the market direct reasons but also the system itself scale disease, to break through these problems. To improve the purchasing price evaluation mechanism of the Shanghai Municipal Government, we need to improve the relevant regulations and management measures of the government procurement price evaluation mechanism, and focus on building the operating team of the government procurement price evaluation mechanism. To promote the construction and application of the government procurement information management system, to introduce a third-party price evaluation mechanism, to achieve homogeneity and comparability, to perfect the budgeting standards, to form a government procurement product allocation evaluation center, and to encourage the government procurement market to sell models. Only in order to promote the perfection of purchasing price evaluation mechanism of Shanghai municipal government can we prevent the occurrence of special supply model break the monopoly mechanism introduce market competition and establish auxiliary system and so on.
