【摘要】：財政轉(zhuǎn)移支付,是一國內(nèi)各級政府按照財力與事權(quán)相統(tǒng)一的原則,合理劃分財政收入級次和規(guī)模的一種分配形式,是與一定事權(quán)相對應(yīng)的財權(quán)、財力在各個政府間的劃轉(zhuǎn)與移交。按照分稅制的有關(guān)理論,運行有效的財政轉(zhuǎn)移支付,對實現(xiàn)各級政府事權(quán)、財權(quán)基本統(tǒng)一,公共服務(wù)水平的均等化以及各地區(qū)經(jīng)濟的均衡協(xié)調(diào)發(fā)展有著至關(guān)重要的作用。本文主要介紹了論文研究背景和研究意義,用文獻綜述的方式對財政轉(zhuǎn)移支付制度的國內(nèi)外研究情況進行了梳理,闡釋了財政轉(zhuǎn)移支付制度的基本理論,以衡陽市石鼓區(qū)財政轉(zhuǎn)移支付制度運行為研究對象,肯定了財政轉(zhuǎn)移支付制度在彌補財政縱向失衡和解決公共服務(wù)外部效應(yīng)問題上所起的積極作用。本文指出了石鼓區(qū)財政轉(zhuǎn)移支付制度運行存在的問題和不足,包括專項轉(zhuǎn)移支付分擔機制欠合理、城區(qū)轉(zhuǎn)移支付項目錯綜復(fù)雜、一般轉(zhuǎn)移支付分配因素不完整等。針對存在的問題和不足,筆者從自身工作實際出發(fā),進行了原因分析,借鑒國外發(fā)達市場經(jīng)濟國家財政轉(zhuǎn)移支付實踐經(jīng)驗,從基層政府的角度提出了相關(guān)改進和完善的建議。主要包括:在厘清政府與市場邊界的基礎(chǔ)上,清晰劃分政府間事權(quán)和支出責任;緩解城區(qū)政府財政壓力;完善財政轉(zhuǎn)移支付制度;加快財政轉(zhuǎn)移支付制度法制化建設(shè)等。本文可能的創(chuàng)新之處在于:以基層政府財政轉(zhuǎn)移支付終極接收者的身份,分析我們國家財政轉(zhuǎn)移支付制度運行的意義,期待為優(yōu)化城區(qū)財政轉(zhuǎn)移支付制度運行提供有價值的參考。
[Abstract]:Fiscal transfer payment is a kind of distribution form that can reasonably divide the level and scale of fiscal revenue according to the principle of the unity of financial resources and administrative power, and it is the financial right corresponding to certain administrative power. The transfer and transfer of financial resources between governments. According to the relevant theory of tax sharing, it is very important to operate the effective fiscal transfer payment to realize the power of government at all levels, the basic unification of financial power, the equalization of public service level and the balanced and coordinated development of regional economy. This paper mainly introduces the research background and significance of the thesis, combs the domestic and foreign research situation of the financial transfer payment system by the way of literature review, and explains the basic theory of the financial transfer payment system. Taking the operation of fiscal transfer payment system in Shigu District of Hengyang City as the research object, this paper affirms the positive role of fiscal transfer payment system in making up for the vertical imbalance of finance and solving the external effect of public service. This paper points out the problems and shortcomings in the operation of the fiscal transfer payment system in Shigu District, including the unreasonable special transfer payment sharing mechanism, the complex transfer payment projects in the urban areas, and the incomplete distribution factors of the general transfer payment. In view of the existing problems and shortcomings, the author analyzes the reasons from the reality of his own work, draws lessons from the practical experience of foreign developed market economy countries' financial transfer payment, and puts forward some suggestions for improvement and perfection from the angle of grass-roots government. It mainly includes: on the basis of clarifying the boundary between the government and the market, clearly dividing the intergovernmental authority and expenditure responsibility; alleviating the financial pressure of the urban government; perfecting the financial transfer payment system; speeding up the legal construction of the fiscal transfer payment system, and so on. The possible innovation of this paper lies in: as the ultimate recipient of the financial transfer payment at the grass-roots level, the significance of the operation of our national financial transfer payment system is analyzed. Looking forward to optimizing the operation of urban financial transfer payment system to provide a valuable reference.
