【摘要】：為考察政府和市場兩大因素對農(nóng)業(yè)技術(shù)創(chuàng)新效率的影響,本研究利用超越對數(shù)生產(chǎn)函數(shù)模型,在將農(nóng)業(yè)技術(shù)創(chuàng)新效率細(xì)分為科研產(chǎn)出效率和成果轉(zhuǎn)化效率的基礎(chǔ)上,運(yùn)用2000—2014年中部6省的面板數(shù)據(jù),對中部6省的農(nóng)業(yè)技術(shù)創(chuàng)新效率及其與政府、市場之間的關(guān)系進(jìn)行了研究。研究結(jié)果表明,地方政府的財政支持對科研產(chǎn)出效率和成果轉(zhuǎn)化效率都存在積極影響,但是中央政府對地區(qū)的農(nóng)業(yè)支持對科研產(chǎn)出效率有一定負(fù)面效應(yīng)。另一方面,整體而言,農(nóng)業(yè)市場化程度對科研產(chǎn)出效率和成果轉(zhuǎn)化效率也存在一定的負(fù)面效應(yīng)。因此本研究認(rèn)為,在提高農(nóng)業(yè)技術(shù)創(chuàng)新效率的過程中,應(yīng)實(shí)行"政府為主,市場為輔"的策略。
[Abstract]:In order to investigate the influence of government and market on the efficiency of agricultural technological innovation, this study uses the logarithmic production function model to subdivide the efficiency of agricultural technological innovation into the efficiency of scientific research output and the efficiency of transformation of achievements. Based on panel data of six provinces in central China from 2000 to 2014, this paper studies the efficiency of agricultural technology innovation and its relationship with government and market in six provinces of central China. The results show that the financial support of local governments has a positive impact on the efficiency of scientific research output and the efficiency of transformation of achievements, but the central government's agricultural support to the region has a certain negative effect on the efficiency of scientific research output. On the other hand, the degree of agricultural marketization also has some negative effects on the efficiency of scientific research output and transformation of achievements. Therefore, in the process of improving the efficiency of agricultural technological innovation, the strategy of "government first, market auxiliary" should be carried out in the course of improving the efficiency of agricultural technological innovation.
