【摘要】：居民消費不足一直是中國經(jīng)濟(jì)發(fā)展中存在的一個問題,在農(nóng)村貧困地區(qū)尤為顯著。文章基于近10年的擴(kuò)張性財政政策對消費的影響考慮,從農(nóng)村居民消費的隨機性假設(shè)出發(fā),構(gòu)建影響農(nóng)村居民消費的理論模型,發(fā)現(xiàn)居民資產(chǎn)的累積和收入水平對消費起著決定性作用,并用2000~2013年中國農(nóng)村貧困監(jiān)測數(shù)據(jù)進(jìn)行實證分析,發(fā)現(xiàn)貧困地區(qū)財政支出增加形成的消費型和生產(chǎn)型公共服務(wù)的供給改善、產(chǎn)業(yè)發(fā)展所致的貧困地區(qū)居民資產(chǎn)增加和居民的收入水平對貧困地區(qū)農(nóng)村居民的消費影響有所差異,同時根據(jù)實證分析結(jié)果就如何促進(jìn)貧困地區(qū)農(nóng)村居民消費的政策安排進(jìn)行思考。
[Abstract]:Insufficient consumption has always been a problem in China's economic development, especially in poor rural areas. Based on the influence of expansionary fiscal policy on consumption in the past 10 years, this paper constructs a theoretical model to influence rural residents' consumption from the assumption of randomness of rural residents' consumption. It is found that the accumulation of assets and income level of residents play a decisive role in consumption. The empirical analysis is carried out with the monitoring data of rural poverty in China from 2000 to 2013. It is found that the supply of consumptive and productive public services is improved due to the increase of fiscal expenditure in poor areas, and the increase of residents' assets caused by industrial development and the income level of residents have different effects on the consumption of rural residents in poor areas. At the same time, according to the results of empirical analysis on how to promote rural residents consumption policy arrangements in poor areas.
