【摘要】：我國財(cái)政部2016年8月11日公布統(tǒng)計(jì)數(shù)據(jù),2015年全國政府采購規(guī)模為21070.5億元,首次突破兩萬億。自2002年《政府采購法》頒布以來,我國政府采購事業(yè)不斷發(fā)展,政府采購財(cái)經(jīng)政府功能和公共管理職能已日益凸顯。但發(fā)展中也暴露出越來越多的問題,其中政府采購價(jià)格虛高是公眾最關(guān)注的核心,政府采購價(jià)格虛高也已經(jīng)成為了政府的一個(gè)典型負(fù)面點(diǎn)。筆者作為深圳市政府采購工作的一名公職人員,有著扎實(shí)的政府采購工作經(jīng)驗(yàn),可以以自身工作中的所見所思作為本論文的基礎(chǔ),力爭全面分析和探討圍繞政府采購價(jià)格虛高這一現(xiàn)象背后的原因,探索未來的改革方向,為使政府采購實(shí)現(xiàn)公平、公正、公開的要求,提供有效的觀念和視角。本文通過政府采購的現(xiàn)狀結(jié)合國內(nèi)外的案例以及相關(guān)文獻(xiàn)進(jìn)行分析,對我國目前政府采購價(jià)格虛高背后的原因進(jìn)行分析,根據(jù)原因,從政府采購部門及供應(yīng)商管理、政府提出對應(yīng)的政策、創(chuàng)新采購機(jī)制等角度來探索解決問題的對策。
[Abstract]:According to statistics released by the Ministry of Finance on August 11, 2016, the scale of government procurement reached 2.10705 trillion yuan in 2015, exceeding 2 trillion yuan for the first time. Since the promulgation of the Law on Government Procurement in 2002, the government procurement in China has been developing continuously, and the functions of finance and economics of government procurement and the functions of public administration have become increasingly prominent. However, more and more problems are exposed in the development, in which the government procurement price is the core of public concern, and the government procurement price false high has become a typical negative point of the government. As a public official in the procurement work of Shenzhen Municipal Government, the author has solid experience in government procurement, and can take what he sees and think in his own work as the basis of this paper. This paper tries to analyze and discuss the reasons behind the phenomenon of false high price of government procurement and explore the direction of reform in the future so as to provide an effective concept and perspective for government procurement to realize the requirements of fairness, justice and openness. Through the analysis of the current situation of government procurement and the domestic and foreign cases and related literature, this paper analyzes the reasons behind the false price of government procurement in our country, according to the reasons, from the government procurement department and supplier management, The government puts forward the corresponding policy and innovates the purchasing mechanism to explore the countermeasures to solve the problem.
