【摘要】：政府投資建設(shè)項(xiàng)目在推動(dòng)我國(guó)國(guó)民經(jīng)濟(jì)增長(zhǎng)、改善民生條件以及促進(jìn)社會(huì)和諧方面起到了重要作用。然而，在政府投資建設(shè)項(xiàng)目中卻有很多“失控”現(xiàn)象。從利益相關(guān)者角度，政府投資建設(shè)項(xiàng)目“失控”現(xiàn)象的根源在于利益相關(guān)者之間的利益沖突，因此，對(duì)利益沖突進(jìn)行有效的控制，將有利于減少或消除“失控”現(xiàn)象，改善項(xiàng)目績(jī)效。 針對(duì)政府投資建設(shè)項(xiàng)目中利益沖突問(wèn)題，技術(shù)層面上的管理方法很難很好的解決。對(duì)此，本文從共同治理的角度，探討了解決利益相關(guān)者利益沖突的具體治理途徑。共同治理旨在使每個(gè)利益相關(guān)者都能充分參與到項(xiàng)目治理中，平等分配項(xiàng)目組織中的責(zé)、權(quán)、利進(jìn)行安排，提高項(xiàng)目的治理效率。圍繞上述問(wèn)題，本文主要運(yùn)用了理論分析、博弈分析、數(shù)學(xué)建模等方法進(jìn)行研究，主要研究?jī)?nèi)容如下： 1.分析了政府投資建設(shè)項(xiàng)目的契約特征，指出政府投資建設(shè)項(xiàng)目是利益相關(guān)者通過(guò)契約關(guān)系形成的契約網(wǎng)絡(luò)。這其中包括對(duì)契約網(wǎng)絡(luò)節(jié)點(diǎn)，即政府投資建設(shè)項(xiàng)目利益相關(guān)者，以及契約網(wǎng)絡(luò)關(guān)系的界定。尤其指出應(yīng)從宏觀角度對(duì)利益相關(guān)者之間的契約關(guān)系進(jìn)行把握，包括顯性、隱性和關(guān)系契約。 2.對(duì)契約網(wǎng)絡(luò)中利益相關(guān)者進(jìn)行識(shí)別與分類(lèi)。首先，給出了具體識(shí)別方法，從項(xiàng)目建設(shè)過(guò)程各個(gè)階段以及各階段主要工作內(nèi)容兩個(gè)維度對(duì)利益相關(guān)者進(jìn)行識(shí)別。其次，從利益相關(guān)者參與項(xiàng)目的主動(dòng)性、對(duì)項(xiàng)目的影響程度以及自身的利益性三個(gè)維度對(duì)識(shí)別出來(lái)的利益相關(guān)者進(jìn)行分類(lèi)。 3.研究了利益相關(guān)者利益訴求以及沖突，認(rèn)為利益沖突的出現(xiàn)是由于利益相關(guān)者利益訴求的不對(duì)等以及契約條款對(duì)利益分配的不合理，并利用博弈論對(duì)利益相關(guān)者利益訴求以及沖突進(jìn)行分析，指出利益訴求的不對(duì)等將導(dǎo)致利益相關(guān)者非合作狀態(tài)產(chǎn)生，從而對(duì)建設(shè)項(xiàng)目造成影響。 4.研究了群決策作為利益相關(guān)者共同治理的途徑。該途徑首先對(duì)參與群決的利益相關(guān)者進(jìn)行選擇以保證群決策的效率與正確率；其次，讓參與群決策的利益相關(guān)者根據(jù)自身利益訴求對(duì)備選決策方案進(jìn)行偏好排序；最后，將個(gè)人偏好排序集中為群偏好排序，從而確定決策方案。 利益相關(guān)者群決策作為共同治理的一種途徑，其主要目的是賦予利益相關(guān)者一定的決策權(quán)，使其主動(dòng)參與到項(xiàng)目決策中，并在決策中表達(dá)自身的利益訴求。利益相關(guān)者群決策將有助于提高政府投資建設(shè)項(xiàng)目決策的正確性，均衡利益相關(guān)者之間的利益訴求，協(xié)調(diào)利益相關(guān)者之間的利益沖突，，減少政府投資建設(shè)項(xiàng)目“失控”現(xiàn)象的產(chǎn)生，提高建設(shè)項(xiàng)目績(jī)效。
[Abstract]:Government investment projects play an important role in promoting national economic growth, improving people's livelihood and promoting social harmony. However, there are a lot of "out of control" phenomena in government investment and construction projects. From the perspective of stakeholders, the root of the phenomenon of "out of control" of government investment and construction projects lies in the conflicts of interest among stakeholders. Therefore, effective control of conflicts of interest will help to reduce or eliminate the phenomenon of "out of control". Improve project performance. It is difficult to solve the problem of conflict of interest in government investment projects. From the point of view of common governance, this paper discusses the specific ways to solve the conflicts of interests of stakeholders. The goal of common governance is to make every stakeholder participate fully in project governance, distribute the responsibilities, rights and interests of project organization equally, and improve the efficiency of project governance. Around the above problems, this paper mainly uses the theoretical analysis, game analysis, mathematical modeling and other methods to study, the main research contents are as follows: 1. This paper analyzes the contractual characteristics of government investment construction projects and points out that government investment construction projects are contract networks formed by stakeholders through contract relationships. This includes the definition of contract network node, that is, stakeholders of government investment and construction project, and contract network relationship. In particular, it is pointed out that the contractual relationship among stakeholders should be grasped from a macro perspective, including explicit, implicit and relational contracts. 2. The stakeholders in contract network are identified and classified. Firstly, a specific identification method is given, which identifies the stakeholders from two dimensions: each stage of the project construction process and the main work content of each stage. Secondly, from the stakeholders' initiative to participate in the project, the impact of the project and their own interests of the three dimensions to identify stakeholders to classify. 3. This paper studies the interest demands and conflicts of stakeholders, and points out that the emergence of interest conflicts is due to the unequal interest demands of stakeholders and the unreasonable distribution of interests under contract terms. By using the game theory to analyze the stakeholders' interest demands and conflicts, it is pointed out that the unequal interest demands will lead to the non-cooperative state of the stakeholders, which will have an impact on the construction projects. 4. This paper studies the approach of group decision making as the common governance of stakeholders. Firstly, the stakeholders involved in group decision are selected to ensure the efficiency and accuracy of group decision, secondly, the stakeholders who participate in group decision make preference ranking according to their own interests. Finally, the individual preference ranking is concentrated into group preference order, and then the decision scheme is determined. As a way of common governance, the main purpose of stakeholder group decision making is to give stakeholders certain decision-making power, to actively participate in project decision-making, and to express their own interests in decision-making. Stakeholder group decision-making will help to improve the correctness of government investment and construction project decisions, balance the interests of stakeholders, and coordinate the conflicts of interests among stakeholders. Reduce the "out of control" phenomenon of government investment in construction projects, improve the performance of construction projects.
