【摘要】：內(nèi)蒙古自治區(qū)位于中國北部的邊疆,是我國重要的農(nóng)畜產(chǎn)品生產(chǎn)加工基地和生態(tài)建設(shè)地區(qū),農(nóng)牧業(yè)經(jīng)濟(jì)是自治區(qū)的基礎(chǔ)產(chǎn)業(yè),并肩負(fù)著保護(hù)生態(tài)環(huán)境的重大責(zé)任。農(nóng)牧業(yè)生產(chǎn)具有天生的弱質(zhì)性,受到自然和市場雙重風(fēng)險的制約,再加上生態(tài)建設(shè)的外部效應(yīng),這就在客觀上決定了內(nèi)蒙古自治區(qū)農(nóng)牧業(yè)經(jīng)濟(jì)的發(fā)展需要政府以財政支出的形式予以支持和保護(hù),這也是我國政府扶持農(nóng)業(yè)最直接最有效的手段。因此,研究內(nèi)蒙古財政支農(nóng)支出與農(nóng)牧業(yè)經(jīng)濟(jì)的關(guān)系具有重要的意義。 本文在閱讀和梳理了國內(nèi)外關(guān)于財政支農(nóng)理論和研究成果的基礎(chǔ)上,根據(jù)內(nèi)蒙古自治區(qū)農(nóng)牧業(yè)經(jīng)濟(jì)發(fā)展實際以及財政支農(nóng)支出狀況,系統(tǒng)的研究內(nèi)蒙古財政支農(nóng)支出與農(nóng)業(yè)經(jīng)濟(jì)的關(guān)系。首先,從支農(nóng)支出總量和結(jié)構(gòu)兩個角度出發(fā),系統(tǒng)的對當(dāng)前內(nèi)蒙古自治區(qū)的財政支農(nóng)支出狀況進(jìn)行描述性分析,為進(jìn)行實證分析奠定了基礎(chǔ)；其次,運用計量分析模型和相關(guān)分析軟件,就內(nèi)蒙古財政支農(nóng)支出總量和財政支農(nóng)支出結(jié)構(gòu)對內(nèi)蒙古農(nóng)牧業(yè)經(jīng)濟(jì)增長產(chǎn)生的影響進(jìn)行實證分析,得出的結(jié)論是：財政支農(nóng)支出、勞動力投入、土地面積對內(nèi)蒙古農(nóng)牧業(yè)經(jīng)濟(jì)增長均具有積極作用。從財政支農(nóng)支出結(jié)構(gòu)分析來看：支援不發(fā)達(dá)地區(qū)支出各部門事業(yè)費支出和支援農(nóng)村牧區(qū)生產(chǎn)支出對農(nóng)牧業(yè)經(jīng)濟(jì)增長都具有顯著的正效應(yīng),而農(nóng)業(yè)科技三費支出對農(nóng)牧業(yè)經(jīng)濟(jì)增長影響不顯著。 根據(jù)描述性分析和實證分析,發(fā)現(xiàn)內(nèi)蒙古自治區(qū)財政支農(nóng)支出存在著總量投入不足：投入力度不大；支農(nóng)支出結(jié)構(gòu)不合理：支農(nóng)資金利用效率低下；支農(nóng)資金管理不規(guī)范等問題,針對這些問題提出了相應(yīng)的解決對策。
[Abstract]:The Inner Mongolia Autonomous region is located in the border area of the north of China. It is an important production and processing base and ecological construction area of our country. The agriculture and animal husbandry economy is the basic industry of the autonomous region and shoulders the great responsibility of protecting the ecological environment. Agricultural and animal husbandry production is inherently weak, restricted by both natural and market risks, and the external effects of ecological construction. This objectively determines that the development of agriculture and animal husbandry economy in Inner Mongolia Autonomous region needs the support and protection of the government in the form of fiscal expenditure, which is also the most direct and effective means for our government to support agriculture. Therefore, it is of great significance to study the relationship between agricultural expenditure and agriculture and animal husbandry economy in Inner Mongolia. On the basis of reading and combing the theories and research results of fiscal support for agriculture at home and abroad, this paper, based on the development of agriculture and animal husbandry economy in Inner Mongolia Autonomous region, and the state of expenditure of fiscal support for agriculture, A systematic study of the relationship between fiscal expenditure and agricultural economy in Inner Mongolia. First of all, from the perspective of the total amount and structure of agricultural support expenditure, the paper makes a descriptive analysis of the current situation of fiscal support expenditure in Inner Mongolia Autonomous region, which lays a foundation for empirical analysis. Secondly, using the econometric analysis model and related analysis software, this paper makes an empirical analysis on the impact of the total amount of fiscal expenditure and the structure of fiscal support for agriculture on the economic growth of agriculture and animal husbandry in Inner Mongolia. The conclusions are as follows: financial expenditure for agriculture. The labor force input, the land area has the positive effect to the Inner Mongolia agriculture and animal husbandry economic growth. From the analysis of the expenditure structure of financial support to agriculture, it can be seen that there are significant positive effects on the economic growth of agriculture and animal husbandry by supporting the expenditure of various departments in underdeveloped areas and supporting the production expenditure in rural and pastoral areas. And the agriculture science and technology three expenses expenditure to agriculture and animal husbandry economy growth influence is not remarkable. According to the descriptive analysis and empirical analysis, it is found that the total investment is insufficient, the input is not enough, the structure of agricultural support expenditure is unreasonable, and the utilization efficiency of agricultural support funds is low. In view of these problems, some countermeasures are put forward.
