政策變革與差序政府信任再生產(chǎn)——取消農(nóng)業(yè)稅的政治效應(yīng)分析

【摘要】：基于2010~2012年展開的五次全國性農(nóng)民訪談的材料,并參照相關(guān)的實(shí)證研究,可以發(fā)現(xiàn)取消農(nóng)業(yè)稅對中央和基層而言具有完全不同的政治效應(yīng)。該政策一方面強(qiáng)化了農(nóng)民對中央政府的高信任,另一方面也通過間接機(jī)制,維持甚至惡化了農(nóng)民對基層政權(quán)的低信任。取消農(nóng)業(yè)稅這一標(biāo)志性的涉農(nóng)政策表明,中央致力于改善農(nóng)民處境和提升其福利的重大舉措,只是促進(jìn)了差序政府信任的再生產(chǎn),卻基本無助于基層政權(quán)治理效能的提升。其他涉農(nóng)政策也存在相近的狀況和邏輯。從未來國家有效治理的高度來看,中央應(yīng)該通過制度創(chuàng)新,重塑基層政權(quán)的治理主體性,并讓普通民眾參與治理過程,拉近基層政權(quán)與普通民眾之間的距離,從而提升基層政權(quán)的民眾支持度,改進(jìn)基層社會的治理績效。
[Abstract]:Based on the data of five national peasant interviews conducted from 2010 to 2012 and referring to the relevant empirical studies, it is found that the abolition of agricultural tax has a completely different political effect on the central government and the grass-roots level. On the one hand, the policy strengthens the farmers' high trust in the central government, on the other hand, through indirect mechanism, it maintains or even worsens the peasants' low trust in the grass-roots government. The abolition of agricultural tax, an iconic agriculture-related policy, shows that the central government's major measures to improve the situation and welfare of farmers only promote the reproduction of the trust of the differential government, but basically do not contribute to the improvement of the governance effectiveness of the grass-roots government. Other agricultural policies also have similar conditions and logic. From the perspective of effective governance of the country in the future, the central government should, through institutional innovation, reshape the governance subjectivity of the grassroots regime, and let the ordinary people participate in the governance process so as to narrow the distance between the grassroots regime and the ordinary people. So as to improve the grassroots regime of popular support, improve the governance performance of grass-roots society.
