【摘要】：正稅收是國(guó)家治理的重要工具。治國(guó)水平的高低,則在治稅上得以充分體現(xiàn)。當(dāng)前,社會(huì)上對(duì)于減稅存有太多的曲解和謬識(shí),不僅掩蓋了諸多問(wèn)題的實(shí)質(zhì),而且干擾了政策制定,處理好減稅的問(wèn)題則成為治稅的焦點(diǎn)和關(guān)鍵。我國(guó)當(dāng)前應(yīng)實(shí)行新的減稅思維和舉措,既非傳統(tǒng)意義上的減稅——只是泛泛地下調(diào)稅負(fù)或減免稅收,也非簡(jiǎn)單地"一減了之",其要義在于"以調(diào)促優(yōu)",即以稅負(fù)結(jié)構(gòu)的調(diào)整,優(yōu)化稅制和國(guó)民收入分配格局,主動(dòng)應(yīng)對(duì)國(guó)際形勢(shì)新變化,構(gòu)筑全球新戰(zhàn)略,培育新的競(jìng)爭(zhēng)優(yōu)勢(shì),搶占發(fā)展先機(jī)。
[Abstract]:Positive taxation is an important tool for national governance. The level of governing the country, on the tax can be fully reflected. At present, there are too many misunderstandings and misconceptions about tax reduction in the society, which not only cover up the essence of many problems, but also interfere with the policy making, and deal with the tax reduction problem has become the focus and key of tax administration. At present, China should implement new tax reduction thinking and measures, which are neither traditional tax cuts-only a general reduction of the tax burden or tax relief, nor simply "a reduction in the tax burden." the main meaning of which is to "adjust and promote excellence", that is, to adjust the structure of the tax burden. We should optimize the pattern of tax system and national income distribution, take the initiative to deal with the new changes in the international situation, construct a new global strategy, cultivate new competitive advantages, and seize the first chance of development.
