【摘要】：內(nèi)蒙古資源型經(jīng)濟(jì)發(fā)展,由于粗放型經(jīng)濟(jì)發(fā)展方式帶來的環(huán)境污染與破壞,面臨著經(jīng)濟(jì)發(fā)展與生態(tài)保護(hù)的雙重考驗,適應(yīng)經(jīng)濟(jì)發(fā)展的全球化以及轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的要求,如何尋求一條適合內(nèi)蒙古的可持續(xù)發(fā)展之路意義重大。根據(jù)國家主體功能區(qū)的發(fā)展規(guī)劃,內(nèi)蒙古將要建成中國北方的清潔能源基地和北方重要的生態(tài)屏障區(qū),這就要求內(nèi)蒙古改變目前長期依賴資源和能源優(yōu)勢發(fā)展經(jīng)濟(jì)的情況,將經(jīng)濟(jì)發(fā)展回歸到依靠科技進(jìn)步和提高勞動者素質(zhì)的軌道上去。環(huán)保產(chǎn)業(yè)發(fā)展不僅帶動經(jīng)濟(jì)產(chǎn)值的增加,提高就業(yè),還可有效保護(hù)環(huán)境,實現(xiàn)內(nèi)蒙古經(jīng)濟(jì)又快又好的發(fā)展。通過大力發(fā)展環(huán)保產(chǎn)業(yè),內(nèi)蒙古可以從根本上改變經(jīng)濟(jì)增長方式,促進(jìn)內(nèi)蒙古資源型經(jīng)濟(jì)的長期持續(xù)健康發(fā)展。 本文對內(nèi)蒙古環(huán)保產(chǎn)業(yè)發(fā)展的財稅政策研究可以分為以下幾部分： 第一部分,引言。該部分首先闡述了論文的寫作背景和研究意義,并通過國內(nèi)外研究綜述,闡明了自己研究的主要內(nèi)容、研究思路與研究方法以及論文的創(chuàng)新點。 第二部分,支持財稅政策介入環(huán)保產(chǎn)業(yè)發(fā)展的理論基礎(chǔ)和政策依據(jù)。主要闡述了幼稚產(chǎn)業(yè)保護(hù)理論,可持續(xù)發(fā)展理論,國家“五位一體”的總體布局和內(nèi)蒙古“8337”發(fā)展思路。 第三部分,內(nèi)蒙古環(huán)保產(chǎn)業(yè)發(fā)展的財稅政策分析。首先,通過定性分析對內(nèi)蒙古環(huán)保產(chǎn)業(yè)發(fā)展的收支政策、稅費政策進(jìn)行了對比分析；然后,通過實證分析對排污收費與環(huán)保產(chǎn)業(yè)發(fā)展之間的關(guān)系進(jìn)行了相關(guān)性分析,得出一單位排污收費能引發(fā)三單位環(huán)保綜合產(chǎn)品產(chǎn)值的結(jié)論。其次,通過分析內(nèi)蒙古排污費征收額的年度數(shù)據(jù),得出內(nèi)蒙古排污收費征收額增長率逐漸降低,倘若繼續(xù)降低勢必會影響未來內(nèi)蒙古環(huán)保產(chǎn)業(yè)發(fā)展的財政資金來源,內(nèi)蒙古要發(fā)展環(huán)保產(chǎn)業(yè)需要探索排污“費改稅”。再次,通過研究環(huán)保產(chǎn)業(yè)的財政支出手段、力度、效果等方面進(jìn)行分析,探索財政支出政策的有效性。最后,總結(jié)得出內(nèi)蒙古環(huán)保產(chǎn)業(yè)發(fā)展財稅政策存在的主要問題。 第四部分,環(huán)保產(chǎn)業(yè)發(fā)展財稅政策的國際借鑒。研究分析了國外發(fā)達(dá)國家發(fā)展環(huán)保產(chǎn)業(yè)的財稅政策經(jīng)驗,為國家和內(nèi)蒙古環(huán)保產(chǎn)業(yè)發(fā)展的財稅政策提供借鑒。 第五部分,完善內(nèi)蒙古環(huán)保產(chǎn)業(yè)財稅政策的建議。為解決內(nèi)蒙古環(huán)保產(chǎn)業(yè)發(fā)展的財稅政策中存在的問題,提出建立環(huán)境稅收體系促進(jìn)環(huán)保產(chǎn)業(yè)發(fā)展、完善排污收費制度與探索排污費改稅、完善環(huán)保轉(zhuǎn)移支付制度、建立環(huán)保產(chǎn)業(yè)發(fā)展專項資金、結(jié)合產(chǎn)業(yè)發(fā)展生命周期理論設(shè)計財稅政策組合等財政政策建議。
[Abstract]:The development of resource-based economy in Inner Mongolia, due to the environmental pollution and destruction brought by extensive economic development, is faced with the double test of economic development and ecological protection, which adapts to the globalization of economic development and changes the mode of economic development. How to find a suitable road for sustainable development in Inner Mongolia is of great significance. According to the development plan of the main functional areas of the state, Inner Mongolia will be built into a clean energy base in northern China and an important ecological barrier area in the north, which requires Inner Mongolia to change its current situation of relying on the advantages of resources and energy for the development of its economy for a long time. Economic development will return to rely on scientific and technological progress and improve the quality of the track to go. The development of environmental protection industry can not only promote the increase of economic output value, increase employment, but also effectively protect the environment and realize the rapid and good economic development of Inner Mongolia. By vigorously developing the environmental protection industry, Inner Mongolia can fundamentally change the mode of economic growth and promote the sustainable and healthy development of Inner Mongolia's resource-based economy for a long time. In this paper, the development of Inner Mongolia environmental protection industry can be divided into the following parts: the first part, introduction. This part first expounds the writing background and research significance of the thesis, and through the domestic and foreign research review, expounds the main content of their research, research ideas and research methods, as well as the innovation of the paper. The second part, supports the fiscal policy intervention environmental protection industry development theory foundation and the policy basis. This paper mainly expounds the theory of infant industry protection, the theory of sustainable development, the overall layout of national "five in one" and the development thought of "8337" in Inner Mongolia. The third part, Inner Mongolia environmental protection industry development finance and taxation policy analysis. First of all, through qualitative analysis to Inner Mongolia environmental protection industry development income and expenditure policy, tax policy has carried on the contrast analysis; then, through the demonstration analysis has carried on the correlation analysis to the sewage charge and the environmental protection industry development relations, It is concluded that one unit pollution charge can lead to the output value of three environmental protection products. Secondly, by analyzing the annual data on the amount of sewage charges collected in Inner Mongolia, we can draw a conclusion that the growth rate of sewage charges in Inner Mongolia is gradually decreasing. If it continues to decrease, it will inevitably affect the financial resources for the development of environmental protection industry in Inner Mongolia in the future. In order to develop environmental protection industry in Inner Mongolia, it is necessary to explore sewage pollution "fee into tax". Thirdly, by studying the fiscal expenditure means, intensity and effect of environmental protection industry, this paper explores the effectiveness of fiscal expenditure policy. Finally, the main problems of fiscal and taxation policy in Inner Mongolia environmental protection industry development are summarized. The fourth part, the international reference of the development of fiscal and taxation policy of environmental protection industry. This paper studies and analyzes the fiscal and taxation policy experience of developed countries in developing environmental protection industry, which provides reference for the development of environmental protection industry in China and Inner Mongolia. The fifth part, perfect Inner Mongolia environmental protection industry finance and tax policy suggestion. In order to solve the problems existing in the fiscal and taxation policies of the development of environmental protection industry in Inner Mongolia, it is proposed to establish an environmental taxation system to promote the development of the environmental protection industry, to perfect the system of sewage charge and to explore the system of changing pollution charges into taxes, and to perfect the system of environmental protection transfer payment. To establish special fund for the development of environmental protection industry and to design fiscal and tax policy combination based on the theory of industry development life cycle.
