【摘要】：中共中央政治局于2012年12月4日召開了會議,會議審議中央政治局關(guān)于改進(jìn)工作作風(fēng)、密切聯(lián)系群眾的八項規(guī)定,分析研究2013年的經(jīng)濟(jì)工作,中共中央總書記習(xí)近平主持會議。其中第八項規(guī)定:要厲行勤儉節(jié)約,嚴(yán)格遵守廉潔從政有關(guān)規(guī)定,嚴(yán)格執(zhí)行住房、車輛配備等有關(guān)工作和生活待遇的規(guī)定。自此,拉開了財政資金監(jiān)管又一重大改革的序幕,財政部及各級地方政府相繼出臺了關(guān)于加強財政資金監(jiān)督管理的通知,例如:財政部《關(guān)于進(jìn)一步加強地方財政結(jié)余結(jié)轉(zhuǎn)資金管理的通知》(財預(yù)[2013]372號),溫州市人民政府辦公室《關(guān)于進(jìn)一步加強市級財政專項資金管理工作的通知》(溫政辦[2014]51號),浙江省財政廳《關(guān)于進(jìn)一步加強財政收支預(yù)算執(zhí)行管理的通知》(浙財預(yù)[2014]13號),四川省人民政府《關(guān)于進(jìn)一步加強財政資金管理的規(guī)定》(川府發(fā)[2014]55號),成都市《關(guān)于深入推進(jìn)地方預(yù)決算公開工作的通知》(成財預(yù)[2014]18號)等等。財政資金監(jiān)管改革的管理工作正在發(fā)生著巨翻天覆地的改變,對資金監(jiān)管工作提出了更高的要求。四川省都江堰市歷史悠久,擁有5A級景區(qū),在經(jīng)歷了5·12大地震后接受國內(nèi)外多方援助,目前又在創(chuàng)建世界田園城市和國家級衛(wèi)生城市,不論是從自然地理,還是歷史演變、抑或是經(jīng)濟(jì)發(fā)展現(xiàn)狀來看,都非常具有典型性。
[Abstract]:The political Bureau of the CPC Central Committee held a meeting on December 4, 2012 to review the eight rules of the political Bureau of the CPC Central Committee on improving the work style, maintaining close ties with the masses, and analyzing and studying economic work in 2013. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting. One of the eighth provision: to strictly frugality, strictly abide by the relevant provisions on clean politics, strict implementation of housing, vehicles and other related work and living treatment provisions. Since then, the prelude to another major reform in the supervision of financial funds has been opened, and the Ministry of Finance and local governments at all levels have successively issued circulars on strengthening the supervision and management of financial funds. For example: circular of the Ministry of Finance on further strengthening the Management of the funds carried forward from Local Financial balances (Caijian [2013] 372), and the notice of the Office of the people's Government of Wenzhou City on further strengthening the Management of Special Financial funds at the Municipal level Government Office [2014] 51), Zhejiang Provincial Finance Department's Circular on further strengthening the implementation of Budget Management of Fiscal revenues and expenditures [2014] 13, and Sichuan Provincial people's Government's provisions on further strengthening the Management of Financial funds (Sichuan Fufa [2014] 55), Chengdu notice on promoting the Open work of Local Budget and final accounts (Chengcai Predictory [2014] 18) and so on. The management of financial fund supervision reform is undergoing tremendous changes, which puts forward higher requirements for capital supervision. Dujiangyan City in Sichuan Province has a long history and has a 5A-magnitude scenic spot. After experiencing 512 major earthquakes, Dujiangyan City has received various assistance from home and abroad. At present, it is also building a world rural city and a national health city, whether from natural geography or historical evolution. Or is the current situation of economic development, are very typical.
