【摘要】：自然保護區(qū)的資金投入問題一直受到普遍關注。由于社會資金的投入意愿嚴重不足,中國自然保護區(qū)所需資金主要依靠政府財政投入,保護資金問題首先是一個財政問題。本文指出保護資金應該包含建立和維護一國保護區(qū)網(wǎng)絡的系統(tǒng)費用、管理性資金和補償性資金。2014年,各級政府投入自然保護區(qū)的專項資金量已經(jīng)達到60.14億元,平均投入水平達到4091元/平方公里,是2005年的5.86倍(2014年價格水平)。當前及今后一段時間,政府應重視對森林和濕地生態(tài)系統(tǒng)以外的保護區(qū)以及非國家級自然保護區(qū)的資金投入,加大補償性資金的投入,向著效果優(yōu)先、效率優(yōu)先的方向逐漸調(diào)整資金的投入,回歸保護目標的初衷。
[Abstract]:Due to the serious lack of willingness to invest social funds, the funds needed for nature reserves in China mainly depend on the government's financial input. The protection fund is first and foremost a financial problem. In 2014, the amount of special funds invested by governments at all levels in nature reserves has reached 6.014 billion yuan, with an average input level of 4,091 yuan per square kilometer, which is 5.86 times that of 2005 (the price level in 2014). At present and in the future, the government should pay attention to the protection of forest and wetland ecosystems other than the ecological system. The investment of regional and non-national nature reserves should be increased, and the investment of compensatory funds should be gradually adjusted in the direction of effect first and efficiency first, so as to return to the original intention of protection objectives.
