【摘要】：人口流動(dòng)深刻影響了我國政府間財(cái)政關(guān)系,而轉(zhuǎn)移支付制度是解決財(cái)政非均等化問題最重要的手段。通過實(shí)證研究發(fā)現(xiàn),人口流動(dòng)客觀上通過"分母效應(yīng)"改變了各地區(qū)常住人口人均意義上的轉(zhuǎn)移支付規(guī)模,再結(jié)合我國人口主要從落后地區(qū)向發(fā)達(dá)地區(qū)流動(dòng)這一流向特點(diǎn),可以說,人口流動(dòng)一定程度上有利于緩解轉(zhuǎn)移支付制度的非均等化效應(yīng)。但是,由于轉(zhuǎn)移支付制度無法適應(yīng)人口流動(dòng)的需要,導(dǎo)致人口流動(dòng)緩解轉(zhuǎn)移支付制度非均等化效應(yīng)僅僅停留在通過常住人口分母基數(shù)增加而形成的"數(shù)字游戲"之上,是轉(zhuǎn)移支付機(jī)制不完善的病態(tài)下的"正效應(yīng)"。要使人口流動(dòng)真正發(fā)揮良性的分母作用,需從流動(dòng)人口管理和轉(zhuǎn)移支付制度改革兩方面同時(shí)著手。
[Abstract]:Population flow has deeply affected the financial relationship between governments in China, and the transfer payment system is the most important means to solve the problem of fiscal non-equalization. Through empirical research, it is found that population mobility objectively changes the scale of transfer payment in the sense of per capita resident population in all regions through the "denominator effect", and combines with the characteristics of population flow from backward areas to developed regions. It can be said that population mobility is helpful to alleviate the non-equalization effect of transfer payment system to some extent. However, because the transfer payment system can not adapt to the needs of population mobility, the non-equalization effect of population mobility mitigation transfer payment system only stays on the "number game" formed by increasing the denominator base of resident population. It is the positive effect of the imperfect mechanism of transfer payment. In order to make the flow of population play the role of benign denominator, it is necessary to start from two aspects: the management of floating population and the reform of transfer payment system.
