【摘要】：十八屆三中全會以來,河北省重點在股權(quán)投資改革、政府與社會資本合作、政府購買服務(wù)三個方面進行了支出方式改革探索。針對改革中出現(xiàn)的問題,本文認為,深化河北省財政支出方式改革,一是要明確支出方式改革的價值取向,二要進一步明確財政支出方式改革的重點內(nèi)容,三是要進一步細化財政支出方式改革的頂層設(shè)計。
[Abstract]:Since the third Plenary session of the 18th CPC Central Committee, Hebei Province has focused on the reform of equity investment, the cooperation between the government and social capital, and the purchase of services by the government. In view of the problems in the reform, this paper holds that to deepen the reform of the fiscal expenditure mode in Hebei Province, it is necessary to make clear the value orientation of the reform of the expenditure mode, and to further clarify the key content of the reform of the fiscal expenditure mode. The third is to further refine the top-level design of fiscal expenditure reform.
