【摘要】：財政支農(nóng)支出對農(nóng)業(yè)農(nóng)村發(fā)展以及農(nóng)民收入有著直接而重要的影響,進一步會影響到城鄉(xiāng)居民收入差距。本文通過對財政支農(nóng)支出規(guī)模和結(jié)構(gòu)分析,并就財政支農(nóng)支出對城鄉(xiāng)收入差距的影響及其效率進行了實證研究,結(jié)果表明我國財政支出存在嚴重的城市偏向性,同時財政支農(nóng)支出存在結(jié)構(gòu)不合理和區(qū)域差異性大的特點,分段實證檢驗發(fā)現(xiàn)其對城鄉(xiāng)收入差距都具有擴大的作用,對其縮小城鄉(xiāng)收入差距的效率評估也表明效率低下,說明我國目前的財政支農(nóng)支出是不利于縮小城鄉(xiāng)收入差距。本文認為不應該盲目擴大財政支農(nóng)支出規(guī)模,在財政支農(nóng)支出規(guī)模增加的同時根據(jù)區(qū)域特點優(yōu)化結(jié)構(gòu),并同時加大對中西部落后地區(qū)和糧食主產(chǎn)區(qū)的財政支農(nóng)支出規(guī)模,實現(xiàn)財政支農(nóng)支出規(guī)模合理增長同時結(jié)構(gòu)更加優(yōu)化并體現(xiàn)地區(qū)差異性。
[Abstract]:The expenditure of financial support for agriculture has a direct and important impact on the development of rural agriculture and farmers' income, which will further affect the income gap between urban and rural residents. Based on the analysis of the scale and structure of fiscal expenditure for agriculture, this paper makes an empirical study on the impact of fiscal expenditure on the income gap between urban and rural areas and its efficiency. The results show that there is a serious urban bias in fiscal expenditure in China. At the same time, the financial expenditure for agriculture has the characteristics of unreasonable structure and large regional difference. The empirical test shows that it can enlarge the income gap between urban and rural areas, and the efficiency evaluation of reducing the income gap between urban and rural areas also shows that the efficiency is low. It shows that the current expenditure of supporting agriculture is not conducive to narrowing the income gap between urban and rural areas. This paper holds that we should not blindly expand the scale of fiscal support for agriculture, optimize the structure according to the regional characteristics while increasing the scale of fiscal expenditure on supporting agriculture, and at the same time increase the scale of fiscal support for agriculture in the backward regions of the central and western regions and the main grain producing areas. To achieve a reasonable increase in the scale of fiscal support for agriculture while the structure is more optimized and reflect regional differences.
