【摘要】：明晰政府事權(quán)、合理劃分支出責(zé)任是深化財政體制改革的重要內(nèi)容,也是全面建成小康社會的制度保障。以首都經(jīng)濟圈為例,運用博弈論可以解釋我國區(qū)域一體化進程中財稅體制的矛盾性。本文通過研究日本區(qū)域一體化過程中財稅制度創(chuàng)新經(jīng)驗,解析日本都區(qū)財政調(diào)整制度緣由、內(nèi)容及政令指定都市稅源分配制度,提出對首都經(jīng)濟圈創(chuàng)新財稅制度的啟示。
[Abstract]:It is an important content to deepen the reform of the financial system and to guarantee the establishment of a well-off society in an all-round way. Taking the capital economic circle as an example, the contradiction of fiscal and taxation system in the process of regional integration in China can be explained by using game theory. By studying the innovation experience of fiscal and taxation system in the process of regional integration in Japan, this paper analyzes the reasons, contents and distribution system of urban tax sources designated by decree in Japan's metropolitan fiscal adjustment system, and puts forward the enlightenment to the innovation of fiscal and taxation system in the capital economic circle.
