【摘要】：在中央支持"三農(nóng)"政策的推動(dòng)下,財(cái)政涉農(nóng)資金總量不斷增加,為提高支農(nóng)效益而采取的涉農(nóng)資金整合工作也在有序推進(jìn)�？傮w來看,由于體制機(jī)制等多種因素的制約,財(cái)政涉農(nóng)資金整合效率偏低,且直接影響了支農(nóng)效果。為此,新時(shí)期的涉農(nóng)資金整合應(yīng)正視問題癥結(jié)所在,真正從"源頭"和中央層面果斷整合,理順政府與市場關(guān)系,以"清單"方式明確各級政府間支農(nóng)事權(quán)和支出責(zé)任,適當(dāng)下放支農(nóng)資金審批權(quán)限,同時(shí)加大監(jiān)管力度,推動(dòng)涉農(nóng)資金整合加快進(jìn)展,大力提升支農(nóng)效應(yīng)。
[Abstract]:Driven by the central government's policy of supporting agriculture, rural areas and farmers, the total amount of financial agriculture-related funds is increasing, and the integration of agriculture-related funds to improve the efficiency of supporting agriculture is also advancing in an orderly manner. As a whole, due to the restriction of institutional mechanism and other factors, the integration efficiency of financial funds related to agriculture is on the low side, and has a direct impact on the effect of supporting agriculture. Therefore, the integration of agriculture-related funds in the new period should face the crux of the problem, truly integrate from the "source" and the central level, straighten out the relationship between the government and the market, and define the rights and expenditure responsibilities of the governments at all levels in the form of "lists". At the same time, we should strengthen supervision, accelerate the integration of agriculture-related funds, and promote the effect of supporting agriculture.
