河北省一事一議財(cái)政獎(jiǎng)補(bǔ)制度建設(shè)研究

【摘要】:村級(jí)公益事業(yè)一事一議財(cái)政獎(jiǎng)補(bǔ)制度,是針對(duì)我國(guó)當(dāng)前及今后村級(jí)公益事業(yè)發(fā)展的總體趨勢(shì)與特點(diǎn),探索依靠中央政府、各級(jí)地方政府、農(nóng)村集體、村民和社會(huì)各界多力量解決村級(jí)公益事業(yè)建設(shè)問(wèn)題,改善農(nóng)村的經(jīng)濟(jì)、社會(huì)、環(huán)境衛(wèi)生的一項(xiàng)重要政策,也是我國(guó)農(nóng)村基層自治與管理方式的重大變革和制度創(chuàng)新。本文對(duì)一事一議財(cái)政獎(jiǎng)補(bǔ)制度的研究分為四個(gè)步驟。 首先,本文介紹了一事一議財(cái)政獎(jiǎng)補(bǔ)的產(chǎn)生背景、內(nèi)涵以及整體實(shí)施效果。并通過(guò)對(duì)河北省一事一議財(cái)政獎(jiǎng)補(bǔ)制度內(nèi)容和推行情況的研究調(diào)查,在充分掌握河北省實(shí)施現(xiàn)狀的基礎(chǔ)上,對(duì)目前河北省一事一議財(cái)政獎(jiǎng)補(bǔ)的工作程序以及實(shí)施困境進(jìn)行了較為深刻的總結(jié)和歸納。 其次,以完善一事一議財(cái)政獎(jiǎng)補(bǔ)制度為目的對(duì)該制度在組織機(jī)構(gòu)、制度建設(shè)、工作程序以及考核程序上進(jìn)行了創(chuàng)新性的設(shè)計(jì),并在所設(shè)計(jì)內(nèi)容的基礎(chǔ)上建立了一事一議財(cái)政獎(jiǎng)補(bǔ)制度綜合評(píng)價(jià)指標(biāo)體系,,包括4個(gè)一級(jí)指標(biāo)、17個(gè)二級(jí)指標(biāo)、46個(gè)三級(jí)指標(biāo),確定了指標(biāo)的標(biāo)準(zhǔn)等級(jí),并利用層次分析法確定了各個(gè)指標(biāo)的權(quán)重。 再次,運(yùn)用模糊綜合評(píng)價(jià)法設(shè)計(jì)出一事一議財(cái)政獎(jiǎng)補(bǔ)制度綜合評(píng)價(jià)流程,從而完善了一事一議財(cái)政獎(jiǎng)補(bǔ)制度綜合評(píng)價(jià)體系,并根據(jù)建立的一議財(cái)政獎(jiǎng)補(bǔ)制度綜合評(píng)價(jià)指標(biāo)體系運(yùn)用模糊綜合評(píng)價(jià)法對(duì)青龍縣該制度的實(shí)施情況進(jìn)行綜合評(píng)價(jià),并對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析。 最后,根據(jù)分析結(jié)果找出了青龍縣一事一議財(cái)政獎(jiǎng)補(bǔ)制度實(shí)施過(guò)程中存在的問(wèn)題與不足,并提出優(yōu)化一事一議議事制度、一事一議各參與主體,強(qiáng)化一事一議監(jiān)督考核機(jī)制、一事一議資金管理制度以及完善一事一議后續(xù)管護(hù)制度等促進(jìn)一事一議財(cái)政獎(jiǎng)補(bǔ)制度發(fā)展的的政策建議。
[Abstract]:A discussion on the system of Financial Award and compensation for Village Public Welfare is aimed at the general trend and characteristics of the development of village-level public welfare undertakings in China at present and in the future, exploring and relying on the central government, local governments at all levels, and rural collectives. It is an important policy for villagers and all walks of life to solve the construction of village public welfare and improve the rural economy, society and environmental hygiene. It is also an important reform and institutional innovation of the rural grass-roots autonomy and management mode in our country. The research of this paper is divided into four steps. First of all, this paper introduces the background, connotation and overall effect of financial compensation. And through the research and investigation on the content and implementation of the financial award and compensation system in Hebei Province, on the basis of fully understanding the present implementation situation in Hebei Province, This paper summarizes and sums up the working procedure and implementation dilemma of financial award compensation in Hebei Province at present. Secondly, in order to improve the system of financial award and compensation, the system has been innovatively designed in the aspects of organization, system construction, working procedure and examination procedure. On the basis of the content of the design, a comprehensive evaluation index system of financial award and compensation system is established, including 4 primary indexes, 17 second class indexes, 46 third grade indexes, and the standard grade of the indicators is determined. The weight of each index is determined by AHP. Thirdly, the fuzzy comprehensive evaluation method is used to design a comprehensive evaluation process of the financial award and compensation system, thus perfecting the comprehensive evaluation system of the financial award and compensation system. According to the comprehensive evaluation index system of financial award and compensation system, the implementation of this system in Qinglong County is comprehensively evaluated by fuzzy comprehensive evaluation method, and the evaluation results are analyzed. Finally, according to the results of the analysis, this paper finds out the problems and shortcomings in the implementation of the financial award and compensation system in Qinglong County, and proposes to optimize the system of one matter, one discussion, one discussion of the main bodies involved, and strengthen the mechanism of supervision and assessment of one matter, one discussion, one discussion.
