【摘要】：財政政策是一個國家利用其財政收支調(diào)節(jié)經(jīng)濟發(fā)展的重要手段。在最近幾十年的發(fā)展進程中,我國國內(nèi)財政政策主要以積極財政政策為主。積極財政政策是指當出現(xiàn)需求不足,投資、出口與經(jīng)濟增長停滯時在經(jīng)濟環(huán)境允許的范圍內(nèi)實施的階段性或暫時性的適度擴張政策。這一財政政策的實行在給我國經(jīng)濟社會發(fā)展帶來諸多正面影響的同時,也在一定程度上導致了通貨膨脹、擠出效應等經(jīng)濟風險的發(fā)生。在這種情況下,正確認識積極財政政策對宏觀經(jīng)濟增長和發(fā)展的影響,明確當前我國經(jīng)濟發(fā)展中因運用財政政策而導致的問題,并合理的利用財政政策調(diào)整經(jīng)濟發(fā)展格局,推進我國經(jīng)濟穩(wěn)定健康地發(fā)展,是至關(guān)重要的。 本文研究以積極財政政策與中國宏觀經(jīng)濟之間的關(guān)系為研究對象,同時采用定性與定量相結(jié)合的方法以及規(guī)范分析法,秉承著提出問題、分析問題、解決問題的思路,對我國積極財政政策與我國經(jīng)濟發(fā)展的關(guān)系進行論證和探討。 本篇論文的結(jié)構(gòu)如下：首先,本文對研究的背景、目的和意義,研究思路及方法進行簡單的介紹；其次,對積極財政政策與經(jīng)濟發(fā)展的關(guān)系進行理論上的介紹,為本篇論文的研究奠定理論基礎；第三,本文利用積極財政政策對經(jīng)濟發(fā)展影響的實證模型,結(jié)合我國近年來的數(shù)據(jù),對積極財政政策影響我國經(jīng)濟發(fā)展的狀況進行分析；第四,結(jié)合我國經(jīng)濟發(fā)展現(xiàn)狀,分析我國經(jīng)濟發(fā)展中存在的主要問題；第五,評價積極財政政策對中國經(jīng)濟發(fā)展的影響,制定利用財政政策促進我國經(jīng)濟發(fā)展的相關(guān)政策建議；第六,結(jié)論與展望。
[Abstract]:Fiscal policy is an important means for a country to adjust its economic development with its fiscal revenue and expenditure. In the process of development in recent decades, China's domestic fiscal policy is mainly active fiscal policy. Active fiscal policy refers to the moderate or temporary expansion policy implemented within the scope of economic environment when there is insufficient demand, investment, export and economic growth stagnation. The implementation of this fiscal policy not only brings many positive effects to the economic and social development of our country, but also leads to the occurrence of economic risks such as inflation and crowding out effect to a certain extent. Under such circumstances, we should correctly understand the impact of active fiscal policy on macroeconomic growth and development, clarify the problems caused by the application of fiscal policies in the current economic development of our country, and make rational use of fiscal policies to adjust the pattern of economic development. It is very important to promote the steady and healthy development of our economy. This paper focuses on the relationship between active fiscal policy and China's macro economy, and adopts the method of combining qualitative and quantitative analysis and normative analysis method to solve the problem by putting forward the problem, analyzing the problem and solving the problem. The relationship between China's active fiscal policy and China's economic development is demonstrated and discussed. The structure of this paper is as follows: first, this paper introduces the background, purpose and significance of the research, research ideas and methods; secondly, the relationship between active fiscal policy and economic development is introduced theoretically. Third, this paper makes use of the empirical model of the positive fiscal policy to influence the economic development, and combines the data of our country in recent years to analyze the situation that the positive fiscal policy affects the economic development of our country. Fourth, according to the current situation of China's economic development, analyzes the main problems in China's economic development, fifth, evaluates the impact of positive fiscal policies on China's economic development, and formulates relevant policy recommendations on the use of fiscal policies to promote the economic development of China. Sixth, conclusion and prospect.
