【摘要】：特色村寨專項資金的使用目的在于實現(xiàn)以文化為內(nèi)核的投入-產(chǎn)出效益,然而在實際建設(shè)中,文化的投入-產(chǎn)出效益仍不顯著,究其原因在于缺少合理的專項資金使用效果評價體系。本研究從專項資金投入水平、專項資金管理效率、專項資金產(chǎn)出效益、受益群體反饋的視角出發(fā),構(gòu)建了由4項一級指標,9項二級指標,28項三級指標組成的特色村寨專項資金使用效果評價指標體系,旨在為特色村寨專項資金的獎懲與淘汰機制提供科學(xué)依據(jù)。
[Abstract]:The use of special funds for special villages is aimed at realizing the input-output benefit with culture as the core, but in the actual construction, the input-output benefit of culture is still not significant. The reason lies in the lack of a reasonable evaluation system for the use of special funds. From the perspective of the level of special fund input, the efficiency of special fund management, the benefit of special fund output and the feedback of benefit group, This paper constructs an evaluation index system for the use of special funds in characteristic villages, which is composed of 4 first-grade indexes, 9 second-class indexes and 28 third-grade indexes, in order to provide a scientific basis for the mechanism of reward, punishment and elimination of special funds for characteristic villages.
