陜西省財(cái)政科技投入績(jī)效評(píng)價(jià)研究
[Abstract]:Scientific and technological innovation is a strategic support for improving social productivity and comprehensive national strength. In order to promote scientific and technological innovation, increasing investment in science and technology has become a strategic choice for some regions. The financial investment of science and technology is an important part of the investment of science and technology. It plays a leading and driving role in the allocation of resources and the organization regulation and control. As a big province of science and education, Shaanxi Province is rich in scientific and technological resources and strong in scientific research, which promotes the development of science and technology and the progress of economy and society in Shaanxi to a certain extent. However, Shaanxi's scientific and technological achievements are in the forefront of the whole country, but the rich scientific and technological resources have not been shown to support and guide Shaanxi's economy, which requires the Shaanxi Provincial Government to pay more attention to the financial support. With the implementation of the strategy of "prospering Shaanxi with science and education", Shaanxi Province has been paying more and more attention to financial investment in science and technology, and the total amount of financial investment in science and technology has been increasing. However, Shaanxi Province is rich in scientific and technological resources and economic backwardness has not been substantially changed. What is the performance of the financial investment in science and technology in Shaanxi, and whether the output of science and technology keeps up with the growth rate of the input in science and technology? It is of great theoretical value and practical significance to study the performance of financial investment in science and technology in Shaanxi province. On the basis of introducing the background and significance of the research, combined with the theory of innovation growth, the theory of endogenous growth and the theory of neoclassical growth, this paper systematically summarizes and combs the research results of financial investment in science and technology at home and abroad. This paper explains the connotation and necessity of the financial investment in science and technology, and selects the DEA-B2C model according to the characteristics of the performance of the financial investment in science and technology. On the basis of analyzing the current situation of scientific and technological activities and financial investment in science and technology in Shaanxi Province, the author adopts the financial investment in science and technology, the proportion of the financial investment in science and technology funds in the financial expenditure, the total number of scientific and technological activists as the input index to authorize the amount of patents. The output of scientific and technological papers and the turnover of technology market are the output indexes. The performance of Shaanxi's financial investment in science and technology from 1997 to 2011 is evaluated by using data envelopment analysis (DEA). The results show that the average comprehensive efficiency of financial investment performance in Shaanxi Province from 1997 to 2011 is 0.980% DEA effective year, accounting for 66.67%. This shows that the performance of Shaanxi Province's financial investment in science and technology is maintained at a good level, but at present there is a financial investment in science and technology that has not yet played its role, that enterprises have not yet become the main body of technological innovation, and that there are obstacles to the transfer and transformation of scientific and technological achievements. The potential of science and technology personnel has not been fully explored and so on. Based on the above analysis, some suggestions are put forward to improve the performance of Shaanxi's financial investment in science and technology, in order to provide reference for the formulation of relevant policies of Shaanxi's financial investment in science and technology.
