【摘要】：正2001年我國開始實(shí)施國庫集中收付制度改革試點(diǎn),明確了"國庫單一賬戶"的改革方向,推動(dòng)財(cái)政性資金通過人民銀行資金匯劃系統(tǒng),從人民銀行國庫單一賬戶劃撥至收款人或用款單位的改革模式的實(shí)行,但鄉(xiāng)鎮(zhèn)實(shí)行國庫集中支付改革,存在著業(yè)務(wù)流程不規(guī)范、財(cái)政資金風(fēng)險(xiǎn)難以防范等問題,因此,必須進(jìn)一步完善鄉(xiāng)鎮(zhèn)國庫集中支付改革,切實(shí)防范財(cái)政資金風(fēng)險(xiǎn)。
[Abstract]:In 2001, China began to carry out a pilot reform of the treasury centralized payment and payment system, which defined the reform direction of the "treasury single account" and promoted the transfer of financial funds through the people's Bank of China's capital transfer system. The reform mode of transferring the single account from the treasury of the people's Bank of China to the payee or the payee unit is carried out, but the reform of centralized treasury payment in the township has some problems, such as the irregular business process and the difficulty of preventing the financial capital risk, etc. We must further improve the reform of centralized payment of the township treasury and effectively guard against financial capital risks.
