【摘要】：構(gòu)建實(shí)驗(yàn)組和對(duì)照組,采用雙重差分方法,考量江西"省直管縣"改革的經(jīng)濟(jì)效應(yīng)與社會(huì)效應(yīng)。結(jié)果顯示:"省直管縣"政策對(duì)地區(qū)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率為負(fù),社會(huì)效應(yīng)為正;教育和醫(yī)療衛(wèi)生支出占財(cái)政總支出比重顯著提升,縣(市)公共服務(wù)得到改善。全面推進(jìn)"省直管縣"政策需解決試點(diǎn)過(guò)程中出現(xiàn)的問(wèn)題,進(jìn)一步理順省以下各級(jí)政府間的財(cái)政關(guān)系。
[Abstract]:The experimental group and the control group were constructed, and the double difference method was used to study the economic and social effects of the reform in Jiangxi Province. The results show that the contribution rate of the policy to regional economic growth is negative and the social effect is positive, the proportion of education and health expenditure to the total financial expenditure has increased significantly, and the public services of counties (cities) have been improved. It is necessary to solve the problems in the process of pilot project and further straighten out the financial relations between governments below the provincial level in order to advance the policy of "managing county directly by province" in an all-round way.
