【摘要】：正國(guó)庫(kù)集中收付制度是指國(guó)家集中管理所有政府財(cái)政性資金,并實(shí)行集中收繳和集中支付的制度。它包括了兩層含義:一是賬戶設(shè)置。它又包括兩種,一種是國(guó)庫(kù)單一賬戶,只需要在中央銀行開設(shè)一個(gè)賬戶;另一種是國(guó)庫(kù)單一賬戶體系,除了在中央銀行開設(shè)賬戶外,還在眾多的商業(yè)銀行開設(shè)賬戶。二是收支繳撥方式。在國(guó)庫(kù)單一賬戶下,要求政府的所有財(cái)政收支全部通過國(guó)庫(kù)單一賬戶進(jìn)行,即政府所有的財(cái)政收入都繳入國(guó)庫(kù)單一賬戶,所有的支出通過單一賬戶直接
[Abstract]:The central treasury centralized payment system refers to the system of centralized administration of all government financial funds and centralized payment and centralized payment. It includes two meanings: one is the account setting.
