【摘要】：正預決算公開是"陽光財政、透明預算"法治化進程中的重要內(nèi)容。從十多年前預算公開的先行先試到財政信息服務大廳、財經(jīng)沙盤等公開方式上的創(chuàng)新,河南省焦作市以"公開更要透明,全面更要規(guī)范"為出發(fā)點,在預決算公開的道路上進行了一系列的實踐與探索。預決算公開的先行先試焦作市預決算公開按照先試驗、再規(guī)范化、最后法治化的思路進行。早在2000年,焦作財政就向全市人大代表公開了農(nóng)業(yè)、教育、民政三個部門的
[Abstract]:The open final accounts is an important part of the rule of law in the "sunshine finance, transparent budget". From the first trial of the budget open more than 10 years ago to the financial information service hall, the financial sand table and other open ways of innovation, Jiaozuo City, Henan Province, with "open more transparent, more comprehensive and more standardized" as the starting point, on the road to the open final final accounts. A series of practice and exploration were carried out. The pre final final accounts of the pre final accounts in Jiaozuo were open in accordance with the first test, then normalization, and the last rule of law. In 2000, the Jiaozuo finance opened the three departments of agriculture, education and civil affairs to the representative of the city's people's Congress.
