【摘要】：同光之際,為鎮(zhèn)壓西北民族起義和平定新疆內(nèi)亂,左宗棠的戰(zhàn)時籌餉活動為期較長。此一時期戶部酌撥地位上升,與總署聯(lián)袂實施軍費撥解和籌借,軍餉撥解籌濟(jì)模式進(jìn)入重要轉(zhuǎn)變期。受國家防務(wù)形勢巨變影響,海防與西征形成尖銳的爭款局面,上�！渡陥蟆放浜嫌钩紝ξ髡鹘杩顝�(qiáng)力阻撓,淮軍派系亦在背后加以牽制,致使西征舉債障礙重重。
[Abstract]:At the same time, in order to suppress the northwest uprising and calm civil unrest in Xinjiang, Zuo Zongtang's wartime pay-raising campaign lasted longer. In this period, the status of household departments increased, and together with the General Administration to implement the military appropriation and loan, the pattern of pay withdrawal and financing into an important period of change. Influenced by the great changes in the state defense situation, the coastal defense and the westernization have formed a sharp struggle for funds. Shanghai's "declaration" and the British envoys strongly obstructed the borrowing of the westward expedition, and the Huai military faction also restrained them behind the scenes, resulting in numerous obstacles to collecting and borrowing money from the west.
