【摘要】：一事一議財政獎補制度是深化農村綜合改革的一項重大制度創(chuàng)新,這種項目制的獎補政策是否會導致村級公共產品供給的"馬太效應"?本文使用2015年遼寧省村級調查數(shù)據,通過空間計量模型分析發(fā)現(xiàn),一事一議財政獎補制度的實施存在學習效應和競爭效應:學習效應即縣內其他村獲得財政獎補提高了本村申請財政獎補的概率,以及競爭效應即財政獎補資金的獲得在縣內各村之間存在競爭,而非平均分配。經濟欠發(fā)達地區(qū)縣內各村在獲得一事一議財政獎補資金上的競爭更激烈。針對縣內各村在獲得一事一議財政獎補資金中的競爭,政府的協(xié)調機制表現(xiàn)為:在縣級政府主導的協(xié)調下,人均純收入低的村莊更容易獲得一事一議財政獎補資金。
[Abstract]:A discussion on the Fiscal reward and compensation system is a major institutional innovation in deepening the comprehensive reform in rural areas. Will this project-based policy lead to the "Matthew effect" in the supply of public goods at the village level? This paper uses the data of village level survey in Liaoning Province in 2015, and finds out through the analysis of spatial econometric model, A discussion on the implementation of the system of Financial Award compensation there are learning effects and competitive effects: the learning effect that other villages in the county receive financial awards increases the probability of their villages applying for financial awards. And the competition effect, that is, the acquisition of financial reward and supplement funds, is not evenly distributed but competed among the villages in the county. Villages in counties in underdeveloped areas are more competitive in receiving financial awards and funds. In view of the competition among the villages in the county to get the financial prize and supplement fund, the coordination mechanism of the government is as follows: under the coordination of the county government, it is easier for the village with low per capita net income to get the financial reward to supplement the fund.
