【摘要】：2004年以來,中央連續(xù)發(fā)布13個關(guān)于“三農(nóng)”問題的一號文件,可見“三農(nóng)”問題是我國當(dāng)下面臨的重大問題和挑戰(zhàn),糧食問題和農(nóng)民增收是重中之重。為實現(xiàn)我國農(nóng)業(yè)健康快速發(fā)展的目標(biāo),除了農(nóng)業(yè)自身的改革之外,完善政府公共政策特別是當(dāng)前正在推行的農(nóng)業(yè)補貼政策是至關(guān)重要的。農(nóng)業(yè)補貼作為一國政府對本國農(nóng)業(yè)支持與保護(hù)政策體系中最主要、最常用的政策工具,是支持和保護(hù)本國農(nóng)業(yè)最直接、最靈活、最有效的手段。然而,目前我國真正意義上的農(nóng)業(yè)補貼政策尚處于探索階段,需要完善。本文就我國農(nóng)業(yè)補貼政策存在問題及對策進(jìn)行研究,重點從四部分進(jìn)行分析:一是農(nóng)業(yè)補貼政策的基本概念與理論;二是我國農(nóng)業(yè)補貼政策的現(xiàn)狀和問題;三是農(nóng)業(yè)補貼政策的國外經(jīng)驗借鑒;四是對我國農(nóng)業(yè)補貼政策的完善建議。目前,我國現(xiàn)行農(nóng)業(yè)補貼政策的法律法規(guī)不完善;補貼政策的配套措施不夠健全;加之政策執(zhí)行中管理與服務(wù)不到位、政策實施監(jiān)管體制不健全;農(nóng)業(yè)補貼的行政體制較混亂等原因,導(dǎo)致我國現(xiàn)行農(nóng)業(yè)補貼政策執(zhí)行過程出現(xiàn)偏差,政策作用的效果不夠理想,侵害農(nóng)民利益的行為時有發(fā)生。為了完善我國現(xiàn)行的農(nóng)業(yè)補貼政策,應(yīng)該重點從以下幾點著手:改革政策決策機制,使政策決策程序法制化、制定科學(xué)化;調(diào)整完善政策內(nèi)容體系,改革農(nóng)業(yè)補貼方式、優(yōu)化農(nóng)業(yè)補貼結(jié)構(gòu);通過健全農(nóng)業(yè)補貼法律法規(guī)、理順農(nóng)業(yè)補貼管理體制、提高政府管理與服務(wù)的水平、完善政策配套措施來提高農(nóng)業(yè)補貼政策體系的整體運行效率;強化政策執(zhí)行監(jiān)管體制。
[Abstract]:Since 2004, the central government has issued 13 documents on "agriculture, countryside and farmers", which shows that the "agriculture, countryside and farmers" problem is a major problem and challenge in our country, and the grain problem and the increase of farmers' income are the most important. In order to realize the goal of healthy and rapid development of agriculture in our country, besides the reform of agriculture itself, it is very important to perfect the government public policy, especially the agricultural subsidy policy that is being carried out at present. As the most important and most commonly used policy tool in the policy system of agricultural support and protection, agricultural subsidy is the most direct, flexible and effective means to support and protect our agriculture. However, at present, the real agricultural subsidy policy in our country is still in the exploratory stage and needs to be perfected. This paper studies the existing problems and countermeasures of agricultural subsidy policy in China, focusing on four parts: the basic concept and theory of agricultural subsidy policy, the current situation and problems of agricultural subsidy policy in China. The third is the foreign experience of agricultural subsidy policy, and the fourth is the suggestion to improve the agricultural subsidy policy in China. At present, the laws and regulations of the current agricultural subsidy policy in our country are not perfect, the supporting measures of the subsidy policy are not perfect, and the management and service in the policy implementation are not in place, and the supervision system of the policy implementation is not perfect. The administrative system of agricultural subsidy is confused, which leads to the deviation of the implementation process of the current agricultural subsidy policy in our country, the effect of the policy is not ideal, and the behavior of infringing on the interests of farmers occurs from time to time. In order to perfect the current agricultural subsidy policy of our country, we should focus on the following aspects: reforming the policy decision-making mechanism, legalizing the policy decision procedure and making it scientific; adjusting and perfecting the policy content system and reforming the agricultural subsidy mode. Optimize the structure of agricultural subsidies, improve the laws and regulations of agricultural subsidies, straighten out the management system of agricultural subsidies, improve the level of government management and service, improve the policy measures to improve the overall operational efficiency of the agricultural subsidy policy system; We will strengthen the regulatory system for policy implementation.
