【摘要】：各省設(shè)立國稅廳籌備處是民初北京政府恢復(fù)財(cái)政秩序,解決竭蹶財(cái)局,同時(shí)建立新的中央與地方財(cái)政關(guān)系的重要舉措。盡管遭遇來自各方面的反對與阻礙,各省國稅廳籌備處于1913年中期多已初具規(guī)模,各項(xiàng)稅收交接與整理事宜亦在有序進(jìn)行。贛寧之役后,隨著國稅廳籌備處職權(quán)的擴(kuò)充,各省國稅整理取得相當(dāng)進(jìn)展,其權(quán)限問題卻愈發(fā)凸顯。焦灼的財(cái)政狀況與成效甚微的制度建設(shè)使北京政府很快轉(zhuǎn)向晚清的攤派思路,在全面規(guī)復(fù)舊額的前提下對各省實(shí)行包辦,無形中卻促使省集權(quán)得到鞏固。于革命更始之際的此一財(cái)政改革成為民初中央與地方關(guān)系發(fā)展的重要轉(zhuǎn)折。
[Abstract]:It is an important measure for the Beijing government to restore the fiscal order, solve the exhausted financial bureau and establish a new relationship between central and local finance in the early days of the Republic of China. In spite of the opposition and obstacles from all sides, the preparation offices of the national tax offices in various provinces have begun to take shape in the middle of 1913, and the handover and arrangement of various taxes are also proceeding in an orderly manner. After the battle of Ganning, with the expansion of the authority of the preparation office of the State tax Office, considerable progress has been made in the arrangement of national taxes in various provinces, but the issue of jurisdiction has become increasingly prominent. The anxious financial situation and the system construction with little effect made the Beijing government quickly turn to the apportion thought of the late Qing Dynasty, under the premise of the comprehensive regulation and restoration of the old amount, the provinces were arranged, but virtually the centralization of the provinces was consolidated. At the beginning of the revolution, this financial reform became an important turning point in the development of the relationship between central and local authorities in the early days of the Republic of China.
