【摘要】：構(gòu)建科學(xué)的生態(tài)補(bǔ)償標(biāo)準(zhǔn)體系,能夠?qū)崿F(xiàn)以生態(tài)補(bǔ)償帶動(dòng)精準(zhǔn)扶貧,將生態(tài)環(huán)境退化與經(jīng)濟(jì)貧困惡化的困局兼而治之。目前,對(duì)森林補(bǔ)償標(biāo)準(zhǔn)的研究主要集中在局地層面,國(guó)家尺度補(bǔ)償標(biāo)準(zhǔn)體系研究尚不多見(jiàn)。將經(jīng)濟(jì)水平、營(yíng)林成本、生態(tài)區(qū)位和林分質(zhì)量等因素引入補(bǔ)償標(biāo)準(zhǔn)模型,應(yīng)用森林長(zhǎng)期定位觀測(cè)數(shù)據(jù)和31省森林經(jīng)營(yíng)成本等基礎(chǔ)數(shù)據(jù),構(gòu)建效益法和成本法的補(bǔ)償標(biāo)準(zhǔn)區(qū)間體系,結(jié)合皮爾(R.Pearl)生長(zhǎng)曲線(xiàn)模型和經(jīng)濟(jì)發(fā)展階段設(shè)計(jì)我國(guó)適度補(bǔ)償標(biāo)準(zhǔn)體系。結(jié)果表明:效益法補(bǔ)償標(biāo)準(zhǔn)均值是1 605.90元/(hm~2·a),成本法補(bǔ)償標(biāo)準(zhǔn)均值是615.15元/(hm~2·a),各地適度補(bǔ)償標(biāo)準(zhǔn)的均值為783.60元/(hm~2·a);效益法和成本法分別能夠解釋實(shí)際補(bǔ)償標(biāo)準(zhǔn)變異的38.5%和41.4%;補(bǔ)償標(biāo)準(zhǔn)區(qū)間和適度補(bǔ)償標(biāo)準(zhǔn)體系的構(gòu)建能夠響應(yīng)多種異質(zhì)性要素,有利于實(shí)現(xiàn)森林生態(tài)補(bǔ)償制度的激勵(lì)相容。
[Abstract]:The construction of scientific ecological compensation standard system can realize the precision poverty alleviation driven by ecological compensation, and solve the dilemma of ecological environment degradation and economic poverty deterioration simultaneously. At present, the research on forest compensation standard is mainly focused on local level, and the research on national scale compensation standard system is still rare. The factors such as economic level, forest management cost, ecological location and stand quality are introduced into the compensation standard model, and the long-term observation data of forest and the basic data of forest management cost in 31 provinces are applied. The compensation standard interval system of benefit method and cost method is constructed, combining R. Pearl growth curve model and economic development stage, the moderate compensation standard system of our country is designed. The results show that the average value of compensation standard of benefit method is 1 605.90 yuan / (the average value of hm~2 a), cost compensation standard is 615.15 yuan / (the average value of moderate compensation standard in hm~2 a), is 783.60 yuan /) (38.5% of the variation of actual compensation standard can be explained by hm~2 a); benefit method and cost method respectively). The construction of compensation standard interval and moderate compensation standard system can respond to many heterogeneity factors, It is beneficial to realize the incentive compatibility of forest ecological compensation system.
