【摘要】：中國西部資源豐富但經(jīng)濟(jì)發(fā)展卻相對落后,中國東部資源稀缺但經(jīng)濟(jì)發(fā)展相對迅速。在西部遭受某種"資源詛咒"的前提下,西部民眾如何看待"東部經(jīng)濟(jì)發(fā)展"和"西部資源開發(fā)"的關(guān)系?研究使用"西部社會(huì)經(jīng)濟(jì)發(fā)展變遷調(diào)查"數(shù)據(jù),旨在探討宏觀的財(cái)政制度影響下,西部民眾對這種資源詛咒的社會(huì)認(rèn)知,即財(cái)政轉(zhuǎn)移支付及實(shí)施的透明度能否影響西部民眾所持有的東部經(jīng)濟(jì)發(fā)展是以犧牲西部資源為代價(jià)的這一認(rèn)知。數(shù)據(jù)分析結(jié)果顯示,財(cái)政轉(zhuǎn)移支付越高的省份,民眾越不認(rèn)同"東部經(jīng)濟(jì)發(fā)展"會(huì)導(dǎo)致"西部資源流失";財(cái)政透明度越高的省份,民眾更認(rèn)同"東部經(jīng)濟(jì)發(fā)展"會(huì)導(dǎo)致"西部資源流失"。這表明在信息對稱的情形下,西部民眾對東部發(fā)展優(yōu)先的東部主義持消極態(tài)度,但財(cái)政轉(zhuǎn)移支付在某種程度上能緩解這種消極態(tài)度。
[Abstract]:The western part of China is rich in resources but relatively backward in economic development. On the premise that the west is suffering some kind of "resource curse", how do the people in the west view the relationship between "economic development in the east" and "exploitation of the resources in the west"? The purpose of this study is to explore the social cognition of the resource curse of the western people under the influence of the macro financial system, using the data from the Survey of Social and Economic Development and changes in the West. That is, whether the transparency of financial transfer payment and its implementation can affect the western economic development held by the people in the west at the expense of the western resources. The results of the data analysis show that the higher the financial transfer payment, the more people disagree that "eastern economic development" will lead to "the loss of resources in the west"; the more transparent the province is, the more transparent the province is. People more agree that "eastern economic development" will lead to the "loss of resources in the west." This indicates that in the case of information symmetry, the western people hold a negative attitude towards the eastern doctrine of eastern development priority, but the fiscal transfer payment can alleviate this negative attitude to some extent.
