【摘要】：文章基于中國2004-2013年289個(gè)地級市面板數(shù)據(jù),從空間經(jīng)濟(jì)學(xué)視角探究土地財(cái)政對經(jīng)濟(jì)增長短期及長期影響,并引入脫鉤指數(shù)以衡量二者之間數(shù)量關(guān)系。通過理論分析與實(shí)證檢驗(yàn)發(fā)現(xiàn):第一,2004-2013年289個(gè)地級市土地財(cái)政絕對值與相對值存在較大差異,即東部沿海地區(qū)土地財(cái)政絕對值與相對值遠(yuǎn)超西部地區(qū),且中部地區(qū)土地財(cái)政增長幅度相對較高,此外,不管是東部還是中西部地區(qū),土地財(cái)政與經(jīng)濟(jì)增長二者之間總體呈相對脫鉤狀態(tài)。第二,通過計(jì)算全局莫蘭指數(shù)(MI)發(fā)現(xiàn),不管是基于地理相鄰權(quán)重、地理距離權(quán)重還是經(jīng)濟(jì)距離權(quán)重,2004-2013年289個(gè)地級市土地財(cái)政、經(jīng)濟(jì)增長全局MI值均大于0,即各地區(qū)土地財(cái)政、經(jīng)濟(jì)增長之間存在正的空間相關(guān)性。第三,基于靜態(tài)空間杜賓模型實(shí)證檢驗(yàn)發(fā)現(xiàn),不管是基于地理相鄰權(quán)重、地理距離權(quán)重還是經(jīng)濟(jì)距離權(quán)重,土地財(cái)政與經(jīng)濟(jì)增長之間存在庫茲涅茨倒U型曲線,即土地財(cái)政短期有利于促進(jìn)經(jīng)濟(jì)增長,但過度土地財(cái)政會(huì)抑制經(jīng)濟(jì)增長,此外,財(cái)政分權(quán)、城鎮(zhèn)化、房價(jià)等因素均會(huì)對經(jīng)濟(jì)增長造成影響。鑒于此,為合理利用土地財(cái)政促進(jìn)經(jīng)濟(jì)與社會(huì)可持續(xù)發(fā)展,本文提出應(yīng)正確看待土地財(cái)政,改革土地、財(cái)稅與官員晉升制度,并加強(qiáng)各地區(qū)之間交流合作。
[Abstract]:Based on the panel data of 289 prefecture-level cities in China from 2004 to 2013, this paper explores the short- and long-term impacts of land finance on economic growth from the perspective of spatial economics, and introduces a decoupling index to measure the quantitative relationship between them. Through theoretical analysis and empirical test, it is found that the absolute and relative values of land finance in 289 prefecture-level cities from 2004 to 2013 are quite different, that is, the absolute and relative values of land finance in the eastern coastal areas far exceed those in the western regions. In addition, there is a relative decoupling between land finance and economic growth in both eastern and western regions. Secondly, by calculating the global Moran index (MI), it is found that whether based on geographical adjacent weight, geographical distance weight or economic distance weight, the overall MI value of economic growth is greater than 0 in 289 prefectural cities from 2004 to 2013, that is, land finance in all regions. There is a positive spatial correlation between economic growth. Thirdly, based on the static spatial Doberman model, we find that there exists Kuznets inverted U-shaped curve between land finance and economic growth, whether based on geographical adjacent weight, geographical distance weight or economic distance weight. That is, land finance can promote economic growth in the short term, but excessive land finance will restrain economic growth. In addition, fiscal decentralization, urbanization, housing prices and other factors will affect economic growth. In view of this, in order to make rational use of land finance to promote the sustainable development of economy and society, this paper puts forward that we should treat land finance correctly, reform the system of land finance, finance and taxation, and promote the promotion of officials, and strengthen the exchange and cooperation among different regions.
