【摘要】：粘蠅紙效應是財政分權框架下的重要問題之一。本文基于政治關聯(lián)的視角,將中共中央委員比率作為轉移支付的工具變量,對粘蠅紙效應中轉移支付的內生性問題進行了處理,并利用中國省級面板數(shù)據,對中國地方政府支出的粘蠅紙效應的大小進行了估計。結果顯示,中國地方政府支出存在粘蠅紙效應,增加1個單位轉移支付會增加0.639個單位地方政府支出,增加1個單位居民收入則只增加0.139個單位政府支出。本文還分東中西部對中國不同地區(qū)地方政府支出的粘蠅紙效應水平的差異進行了研究,結果顯示,東部地區(qū)不存在粘蠅紙效應,中部和西部地區(qū)均存在粘蠅紙效應,且中部地區(qū)粘蠅紙效應更大。
[Abstract]:The paper effect is one of the most important problems in the framework of fiscal decentralization. Based on the perspective of political relevance, this paper takes the ratio of CPC Central Committee members as the tool variable of transfer payment, deals with the endogenous problem of transfer payment in the paper effect of slime fly, and makes use of the provincial panel data of China. The paper estimates the paper effect of local government expenditure in China. The results show that the local government expenditure in China has a sticky paper effect. The increase of one unit transfer payment will increase the local government expenditure by 0.639 units, while the increase of the income by one unit resident will only increase the expenditure by 0.139 units. The paper also studies the difference of the paper effect level of local government expenditure in different regions of China. The results show that there is no fly paper effect in the eastern region, but in the central and western regions, there is the fly paper effect. In the middle area, the paper effect of slime fly is greater.
