【摘要】：粘蠅紙效應(yīng)是財(cái)政分權(quán)框架下的重要問題之一。本文基于政治關(guān)聯(lián)的視角,將中共中央委員比率作為轉(zhuǎn)移支付的工具變量,對粘蠅紙效應(yīng)中轉(zhuǎn)移支付的內(nèi)生性問題進(jìn)行了處理,并利用中國省級(jí)面板數(shù)據(jù),對中國地方政府支出的粘蠅紙效應(yīng)的大小進(jìn)行了估計(jì)。結(jié)果顯示,中國地方政府支出存在粘蠅紙效應(yīng),增加1個(gè)單位轉(zhuǎn)移支付會(huì)增加0.639個(gè)單位地方政府支出,增加1個(gè)單位居民收入則只增加0.139個(gè)單位政府支出。本文還分東中西部對中國不同地區(qū)地方政府支出的粘蠅紙效應(yīng)水平的差異進(jìn)行了研究,結(jié)果顯示,東部地區(qū)不存在粘蠅紙效應(yīng),中部和西部地區(qū)均存在粘蠅紙效應(yīng),且中部地區(qū)粘蠅紙效應(yīng)更大。
[Abstract]:The paper effect is one of the most important problems in the framework of fiscal decentralization. Based on the perspective of political relevance, this paper takes the ratio of CPC Central Committee members as the tool variable of transfer payment, deals with the endogenous problem of transfer payment in the paper effect of slime fly, and makes use of the provincial panel data of China. The paper estimates the paper effect of local government expenditure in China. The results show that the local government expenditure in China has a sticky paper effect. The increase of one unit transfer payment will increase the local government expenditure by 0.639 units, while the increase of the income by one unit resident will only increase the expenditure by 0.139 units. The paper also studies the difference of the paper effect level of local government expenditure in different regions of China. The results show that there is no fly paper effect in the eastern region, but in the central and western regions, there is the fly paper effect. In the middle area, the paper effect of slime fly is greater.
