【摘要】：在當(dāng)前倡導(dǎo)和推進養(yǎng)老機構(gòu)市場化的過程中,各級政府的財政補貼是解決養(yǎng)老機構(gòu)資金來源不足的重要支撐,也是引導(dǎo)提升各類養(yǎng)老機構(gòu)自身發(fā)展能力的重要手段。本文在分析目前政府對養(yǎng)老機構(gòu)財政補貼支出及現(xiàn)狀的基礎(chǔ)上,考慮到政府財政能力,結(jié)合政府對養(yǎng)老機構(gòu)的補貼手段與方法,并構(gòu)建具體的財政補貼模型,對養(yǎng)老機構(gòu)的財政補貼機制及運行原理進行了研究,為推進養(yǎng)老機構(gòu)市場化的財政補貼決策提供思路。
[Abstract]:In the process of advocating and promoting the marketization of pension institutions, the financial subsidy of governments at all levels is an important support to solve the shortage of funds of pension institutions, and also an important means to guide and enhance the ability of various pension institutions to develop themselves. Based on the analysis of the current government expenditure and current situation of financial subsidy to pension institutions, considering the financial capacity of the government, and combining the means and methods of government subsidies to pension institutions, this paper constructs a specific financial subsidy model. This paper studies the mechanism and operation principle of the financial subsidy for the aged, which provides the train of thought for promoting the decision of the financial subsidy in the marketization of the old-age care institutions.
