【摘要】：黨的十八屆三中全會提出的"推進(jìn)國家治理體系和治理能力現(xiàn)代化"是我國經(jīng)濟(jì)社會全面深化改革的新目標(biāo)和新的出發(fā)點(diǎn),"財政是國家治理的基礎(chǔ)和重要支柱",新一輪財稅體制改革的目標(biāo)無疑是建立現(xiàn)代財政制度,這也是財政學(xué)界討論研究的重點(diǎn)課題。研究建立現(xiàn)代財政制度,首要的問題是全面認(rèn)識現(xiàn)代財政制度與公共財政的關(guān)系,本文以此為中心進(jìn)行了三方面的探討。首先探討了公共財政是否現(xiàn)代財政制度的問題,認(rèn)為公共財政學(xué)還不能稱為現(xiàn)代公共財政學(xué)或者說完全的現(xiàn)代公共財政學(xué);其次分析了公共財政與我國提出的國家治理現(xiàn)代化的適應(yīng)性問題,認(rèn)為公共財政存在的一些缺陷不能適應(yīng)國家治理現(xiàn)代化的新形勢和新要求;再次研究了如何正確處理公共財政與建立現(xiàn)代財政制度的關(guān)系,在此基礎(chǔ)上提出建立現(xiàn)代財政制度的思路、途徑和重點(diǎn)。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward "promoting the modernization of the national governance system and governance capability" is the new goal and new starting point of comprehensively deepening the reform of our country's economy and society, and "Finance is the foundation and important pillar of national governance". The goal of the new round of fiscal and taxation reform is undoubtedly to establish a modern financial system. This is also the focus of financial research. To study the establishment of modern financial system, the most important problem is to understand the relationship between modern financial system and public finance. Firstly, the paper discusses whether public finance is a modern financial system, and thinks that public finance can not be called modern public finance or complete modern public finance. Secondly, it analyzes the adaptability of public finance and the modernization of national governance, and points out that some defects of public finance can not adapt to the new situation and new requirements of the modernization of national governance. Then it studies how to correctly deal with the relationship between public finance and the establishment of modern financial system, and then puts forward the train of thought, ways and key points of establishing modern financial system.
