【摘要】：我國(guó)政府提出實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,強(qiáng)調(diào)科技成果轉(zhuǎn)化對(duì)提高社會(huì)生產(chǎn)力以及推動(dòng)經(jīng)濟(jì)轉(zhuǎn)型的重要意義。利用北京市GDP、社會(huì)固定資產(chǎn)投資及勞動(dòng)力數(shù)量得出反映科技成果轉(zhuǎn)化水平的技術(shù)進(jìn)步率,建立向量自回歸模型(VAR),對(duì)北京市政府采購(gòu)額、高技術(shù)產(chǎn)業(yè)科技活動(dòng)人員和技術(shù)進(jìn)步率3個(gè)變量的動(dòng)態(tài)關(guān)系進(jìn)行實(shí)證分析。研究表明,北京市政府采購(gòu)對(duì)技術(shù)進(jìn)步率和科技活動(dòng)人員增加的貢獻(xiàn)度分別達(dá)20.78%、40.28%,科技活動(dòng)人員增加對(duì)技術(shù)進(jìn)步率的貢獻(xiàn)度達(dá)15.82%。可見,政府采購(gòu)科技創(chuàng)新產(chǎn)品可促進(jìn)科技成果轉(zhuǎn)化、推動(dòng)科技創(chuàng)新;通過引進(jìn)高技術(shù)人才,優(yōu)先采購(gòu)本國(guó)服務(wù),將對(duì)科技創(chuàng)新產(chǎn)生顯著推動(dòng)作用。為此,北京市政府應(yīng)提高本國(guó)科技產(chǎn)品采購(gòu)比重;將取得我國(guó)永久居留權(quán)的國(guó)外人才納入本國(guó)服務(wù)提供者的自然人范疇,以記點(diǎn)積分系統(tǒng)、移民職業(yè)清單制度創(chuàng)造更優(yōu)越的環(huán)境引進(jìn)國(guó)外高技術(shù)人才,推動(dòng)我國(guó)科技創(chuàng)新成果的轉(zhuǎn)化。
[Abstract]:Our government puts forward the strategy of innovation-driven development and emphasizes the importance of the transformation of scientific and technological achievements to the improvement of social productivity and the promotion of economic transformation. Based on Beijing's GDPP, social fixed asset investment and the number of labor force, the rate of technological progress that reflects the level of transformation of scientific and technological achievements is obtained, and a vector autoregressive model (VAR) is established for the amount of government procurement in Beijing. The dynamic relationship between the technological activists and the rate of technological progress in high-tech industry is analyzed empirically. The research shows that the contribution of Beijing government procurement to the rate of technological progress and the increase of scientific and technological personnel is 20.780.28, and the contribution of scientific and technological activists to the rate of technological progress is 15.82%. It can be seen that government procurement of scientific and technological innovation products can promote the transformation of scientific and technological achievements, promote scientific and technological innovation, through the introduction of high-tech personnel, preferential procurement of domestic services, will have a significant role in promoting scientific and technological innovation. To this end, the Beijing Municipal Government should increase the proportion of procurement of domestic scientific and technological products; bring foreign talents who have obtained the right of permanent residence in our country into the category of natural persons of their own service providers, in order to count the point points system. The system of immigrant occupation list creates a better environment to introduce foreign hi-tech talents and promote the transformation of scientific and technological innovation achievements in China.
