【摘要】:隨著全球社會(huì)形勢和經(jīng)濟(jì)形勢的迅速發(fā)展變化,人力資源管理的重要性日益凸顯。國稅部門作為公共管理部門的重要組成部門,承擔(dān)著為國聚財(cái)、為民收稅的光榮使命,把握著調(diào)節(jié)社會(huì)經(jīng)濟(jì)發(fā)展的杠桿,為國家的經(jīng)濟(jì)發(fā)展、構(gòu)建和諧社會(huì)和提高人民生活水平提供強(qiáng)大的物質(zhì)保障。鹽城市國稅系統(tǒng)作為稅收政策的具體執(zhí)法者和稅收職能的具體承擔(dān)者之一,建設(shè)一支高效專業(yè)的國稅干部隊(duì)伍意義重大。但當(dāng)前,鹽城市國稅系統(tǒng)的人力資源管理狀況還不容樂觀,存在著年齡結(jié)構(gòu)、知識(shí)結(jié)構(gòu)不合理,激勵(lì)機(jī)制不健全等諸多問題。筆者作為一名基層國稅工作者,對(duì)鹽城市國稅系統(tǒng)人力資源現(xiàn)狀和問題歸因進(jìn)行了全面分析。同時(shí)充分運(yùn)用人力資源管理理論,圍繞深化人事改革、提升隊(duì)伍素質(zhì)、強(qiáng)化績效考核等多個(gè)方面對(duì)鹽城市國稅系統(tǒng)人力資源管理提出合理性建議,力求達(dá)到構(gòu)建鹽城市國稅系統(tǒng)人力資源新體系的研究目的。
[Abstract]:With the rapid development of global social and economic situation, the importance of human resource management is becoming increasingly prominent. As an important component of the public administration department, the state tax department undertakes the glorious mission of collecting wealth for the country, collecting taxes for the people, holding the lever of regulating social and economic development, and serving the economic development of the country. Building a harmonious society and improving people's living standards provide a strong material guarantee. As one of the specific law enforcers and duty bearers of tax policy in Yancheng City, it is of great significance to build an efficient and professional contingent of state tax cadres. But at present, the human resource management of Yancheng state tax system is still not optimistic, there are many problems such as age structure, unreasonable knowledge structure, imperfect incentive mechanism and so on. As a basic-level national tax worker, the author makes a comprehensive analysis of the present situation and problem attribution of human resources in Yancheng state tax system. At the same time, it makes full use of the theory of human resources management, focusing on deepening personnel reform, improving the quality of the team, strengthening performance evaluation and other aspects of the Yancheng State tax system human resources management reasonable suggestions. To achieve the purpose of constructing a new system of human resources in Yancheng state tax system.
