【摘要】：運用空間計量的研究方法,引入地理權(quán)重和經(jīng)濟權(quán)重矩陣,采用我國各省域2001—2012年的樣本數(shù)據(jù),對政府采購規(guī)模的增長效應(yīng)開展研究。通過研究得出與傳統(tǒng)研究相悖的結(jié)論:人均GDP對政府采購規(guī)模增長貢獻并不顯著,而投資作為政府采購規(guī)模的重要解釋變量有著良好的空間溢出效應(yīng);城鎮(zhèn)化存在巨大的示范效應(yīng),對鄰接區(qū)域政府采購規(guī)模增長的空間溢出效應(yīng)顯著。最后,提出促進政府采購增長與合理配置、提高政府采購資源利用效率的政策建議,尤其是探討了其在政府和社會資本合作模式下的政策建議。
[Abstract]:By using the spatial measurement method, introducing geographical weight and economic weight matrix, and using the sample data from 2001 to 2012 in various provinces of China, the growth effect of government procurement scale is studied. The conclusion is that GDP per capita does not contribute significantly to the growth of government procurement scale, and investment as an important explanatory variable of government procurement scale has a good spatial spillover effect; There is a huge demonstration effect of urbanization, and the spatial spillover effect on the scale increase of adjacent regional government procurement is significant. Finally, the paper puts forward some policy suggestions to promote the growth and rational allocation of government procurement and to improve the efficiency of the utilization of government procurement resources, especially under the cooperation mode of government and social capital.
