【摘要】：財政專戶管理是影響《預算法》實施的核心問題之一。近年來,財政專戶管理中存在的問題已引起高度重視,政府部門多次要求加強財政專戶清理并規(guī)范管理,但效果一直不佳,甚至越清越多,余額越來越大。歸根到底是對財政專戶危害程度的認識不足,對形成原因的研究不深,解決財政專戶問題的方案不科學,解決措施不徹底。解決財政專戶問題必須深析危害,深究原因,深度施策,深層治理,本文對此進行了深入研究。
[Abstract]:Financial account management is one of the core problems affecting the implementation of the Budget Law. In recent years, the problems existing in the financial account management have aroused great attention. Government departments have repeatedly requested to strengthen the financial account cleaning and standardized management, but the effect has been poor, even more and more clear, the balance is getting bigger and bigger. In the final analysis, it is the lack of understanding of the harm degree of the financial special account, the research of the formation reason is not deep, the solution to the problem of the financial special account is not scientific, and the measures to solve the problem are not thorough. In order to solve the problem of financial special account, we must deeply analyze the harm, study the causes, make deep measures and deal with it deeply, this paper makes a deep research on this problem.
