【摘要】：2014年的《江蘇省主體功能區(qū)規(guī)劃》明確了蘇北淮安(淮)、鹽城(鹽)、宿遷(宿)3市中的主要區(qū)(縣)以及徐州(徐)、連云港(連)2市中的少數(shù)區(qū)(縣)作為農產品主產區(qū)的主體功能定位,其目的是引導農業(yè)發(fā)展思路向"生產、生活、生態(tài)共贏"上拓展;而在全省推廣的農作物秸稈綜合利用、測土配方施肥技術、商品有機肥補貼等已初具農業(yè)生態(tài)補償雛形,其有效實施能推動了農業(yè)經濟的可持續(xù)發(fā)展。目前國內對農業(yè)生態(tài)補償理論與實踐的研究尚處于探索階段,蘇北實施的多項農業(yè)生態(tài)補償項目雖取得一定成效,但也暴露出對政府財政依賴過重、補償資金總量不足、多采取一次性補助方式、未建立起長期運行保障機制等問題。因此,重點從財稅角度提出破解這些問題的對策,如健全農業(yè)生態(tài)補償資金投入機制、改進農業(yè)生態(tài)補償財政轉移支付制度、完善農業(yè)生態(tài)補償相關稅費政策、規(guī)范農業(yè)生態(tài)補償相關稅費優(yōu)惠等。
[Abstract]:The Planning of Jiangsu Province's main function area in 2014 identified the main districts (counties) of Huaian (Huai), Yancheng (salt), Suqian (Suqian), Xuzhou (Xu) and Lianyungang (Lianyungang) as agricultural products. The main function orientation of the main product producing area, The aim is to guide the development of agriculture to "production, life, ecological win-win," and the comprehensive utilization of crop straw, soil testing formula fertilization technology, commodity organic fertilizer subsidies and so on, has begun to have the embryonic form of agricultural ecological compensation. Its effective implementation can promote the sustainable development of agricultural economy. At present, the domestic research on the theory and practice of agricultural ecological compensation is still in the exploratory stage. Although many agro-ecological compensation projects implemented in northern Jiangsu have achieved certain results, they also exposed excessive dependence on the government finance and insufficient amount of compensation funds. More one-time subsidies, not to establish a long-term operational security mechanism and other issues. Therefore, the countermeasures to solve these problems are put forward from the angle of finance and taxation, such as perfecting the investment mechanism of agricultural ecological compensation funds, improving the financial transfer payment system of agricultural ecological compensation, and perfecting the tax and fee policies related to agricultural ecological compensation. Standardize agricultural ecological compensation related tax concessions and so on.
