【摘要】：正一、建立保障財(cái)政教育投入的長(zhǎng)效機(jī)制。各級(jí)政府應(yīng)當(dāng)始終把教育放在優(yōu)先發(fā)展的戰(zhàn)略地位,切實(shí)發(fā)揮政府教育投入的主渠道作用。在國(guó)家財(cái)稅體制和收支格局發(fā)生重大變化的情況下,確保教育經(jīng)費(fèi)的重點(diǎn)投入。各級(jí)政府要嚴(yán)格執(zhí)行《教育法》規(guī)定的教育經(jīng)費(fèi)"三個(gè)增長(zhǎng)"(中央和地方政府教育撥款的增長(zhǎng)要高于財(cái)政經(jīng)常性收入的增長(zhǎng),生均教育經(jīng)費(fèi)要逐步增長(zhǎng),教師工資和公用經(jīng)費(fèi)要逐步增
[Abstract]:First, establish a long-term mechanism to ensure financial and educational input. Governments at all levels should always put education in the strategic position of giving priority to development and give full play to the main role of government investment in education. In the case of major changes in the national fiscal and taxation system and the pattern of income and expenditure, the key input of education funds is ensured. Governments at all levels should strictly implement the "three increases" of education funds stipulated in the Education Law (the increase in education allocations by the central and local governments is higher than the increase in the regular financial revenue, and the average education expenditure for students should be gradually increased. Teachers' wages and public funds should be increased gradually
