【摘要】：正一、構(gòu)建與國民經(jīng)濟(jì)和社會(huì)發(fā)展水平相適應(yīng)的醫(yī)療衛(wèi)生服務(wù)體系。政府對(duì)衛(wèi)生事業(yè)發(fā)展實(shí)行宏觀調(diào)控,以滿足區(qū)域內(nèi)居民的基本衛(wèi)生服務(wù)需求為目標(biāo),對(duì)衛(wèi)生資源實(shí)行統(tǒng)籌規(guī)劃,實(shí)現(xiàn)機(jī)構(gòu)、床位、人員和設(shè)備等的合理配置。醫(yī)療衛(wèi)生服務(wù)體系的構(gòu)建要與居民健康需求相匹配,與國民經(jīng)濟(jì)和社會(huì)發(fā)展水平相適應(yīng)。一是在不同的屬地層級(jí)間實(shí)行資源梯度配置。省部級(jí)及以上,分區(qū)域統(tǒng)籌考慮,重點(diǎn)布局;地市級(jí)及以下,按照常住人口規(guī)模和服
[Abstract]:First, to build a medical and health service system in line with the level of national economic and social development. The government implements macro-control to the development of health service, aiming at meeting the needs of basic health services of residents in the region, carrying out overall planning of health resources, and realizing the rational allocation of institutions, beds, personnel and equipment. The construction of medical and health service system should match the health needs of residents and adapt to the level of national economy and social development.
