【摘要】：正縣級(jí)財(cái)政是我國財(cái)政體系中的基層財(cái)政,處于財(cái)政資金運(yùn)行末端,服務(wù)著廣大基層群眾,其管理和運(yùn)行狀況直接影響著國家財(cái)政職能實(shí)現(xiàn)、財(cái)稅政策落實(shí)以及民生福祉改善。本文從縣級(jí)財(cái)政入手,以問題為導(dǎo)向,結(jié)合2015年廣西財(cái)政廳縣級(jí)財(cái)政運(yùn)行情況檢查調(diào)研工作實(shí)踐,研究剖析縣級(jí)財(cái)政運(yùn)行中存在的突出問題,提出對(duì)策建議,旨在為加強(qiáng)和改進(jìn)財(cái)政管理,更好地發(fā)揮財(cái)政職能作用提供有益的決策參考。一、當(dāng)前縣級(jí)財(cái)政運(yùn)行中存在的主要問題
[Abstract]:The finance at the county level is the grass-roots finance in the financial system of our country. It is at the end of the operation of the financial funds and serves the masses at the grass-roots level. Its management and operation directly affect the realization of the national financial function, the implementation of the fiscal and taxation policies and the improvement of the people's livelihood. This paper starts with county finance, takes the problem as the direction, combines with the investigation and research practice of the county finance operation of Guangxi Finance Department in 2015, studies and analyzes the outstanding problems existing in the county finance operation, and puts forward some countermeasures and suggestions. The purpose is to provide a useful reference for strengthening and improving the financial management and giving full play to the function of finance.
