【摘要】：中央專(zhuān)項(xiàng)政府間轉(zhuǎn)移支付或者政府間補(bǔ)助是平衡地區(qū)間財(cái)力和公共服務(wù)均等化的核心制度�；诿裾块T(mén)數(shù)據(jù),研究發(fā)現(xiàn)地方行政轄區(qū)數(shù)量、民政部門(mén)職工數(shù)量和民政部門(mén)省內(nèi)分權(quán)等行政性因素均顯著影響地方政府接受的中央專(zhuān)項(xiàng)補(bǔ)助,這表明部門(mén)和官僚利益已經(jīng)滲透于民政專(zhuān)項(xiàng)資金的配置過(guò)程。因此,完善我國(guó)各項(xiàng)專(zhuān)項(xiàng)轉(zhuǎn)移支付配置工作,除了改進(jìn)測(cè)算等技術(shù)型的內(nèi)容外,優(yōu)化體制等政治型的內(nèi)容同樣必不可少。重要的改進(jìn)方向包括:進(jìn)一步完善分稅制財(cái)政體制,更好地匹配各級(jí)政府的財(cái)權(quán)與事權(quán),提高資金分配及使用的透明度,方便相互監(jiān)督和民間監(jiān)督,建立健全政治、行政等各項(xiàng)問(wèn)責(zé)機(jī)制,將事先說(shuō)明和事后追責(zé)等工作常規(guī)化、制度化。
[Abstract]:The central special intergovernmental transfer payment or inter-governmental subsidy is the core system of equalization of regional financial resources and public services. Based on the data of civil affairs departments, the study found that the number of local administrative districts, the number of staff and workers in civil affairs departments and the division of powers within the provinces of civil affairs departments had significant effects on the special central subsidies accepted by local governments. This indicates that departmental and bureaucratic interests have permeated the allocation process of civil special funds. Therefore, it is also necessary to perfect the allocation of special transfer payment in China, not only to improve the technical content such as measurement, but also to optimize the political content such as system. Important directions for improvement include: further improving the financial system of the tax sharing system, better matching the financial and administrative powers of governments at all levels, enhancing transparency in the distribution and use of funds, facilitating mutual supervision and private supervision, and establishing and improving politics. Administrative and other accountability mechanisms, prior explanation and post-implementation of such work as regular, institutionalized.
