長江經(jīng)濟(jì)帶地方財(cái)政支出效率綜合評(píng)價(jià)——基于數(shù)據(jù)包絡(luò)分析

【摘要】:長江經(jīng)濟(jì)帶財(cái)政收支量大、區(qū)域內(nèi)經(jīng)濟(jì)發(fā)展水平差異較顯著。文章以省級(jí)地方政府財(cái)政支出為輸入變量,將基礎(chǔ)設(shè)施水平、教科文發(fā)展水平和生態(tài)環(huán)境保護(hù)情況等六個(gè)方面的多項(xiàng)指標(biāo)作為輸出變量,構(gòu)建綜合評(píng)價(jià)指標(biāo)體系,運(yùn)用數(shù)據(jù)包絡(luò)分析方法對(duì)我國長江經(jīng)濟(jì)帶省級(jí)地方政府的財(cái)政支出效率進(jìn)行綜合評(píng)價(jià),評(píng)價(jià)結(jié)果給出了各省級(jí)行政區(qū)的財(cái)政支出效率水平,反應(yīng)了影響地方財(cái)政支出效率的主要因素。結(jié)果表明,地方財(cái)政支出效率和地方經(jīng)濟(jì)發(fā)展水平不存在直接關(guān)系,并根據(jù)分析結(jié)果提出了提高我國長江經(jīng)濟(jì)帶地方財(cái)政支出效率的思路。
[Abstract]:The Yangtze River economic belt has a large amount of revenue and expenditure, and there are significant differences in the level of economic development within the region. This paper takes the fiscal expenditure of provincial local government as the input variable, takes the infrastructure level, the development level of UNESCO and the ecological environment protection as the output variables, and constructs the comprehensive evaluation index system. By using the method of data envelopment analysis, this paper evaluates the efficiency of the provincial local governments of the Yangtze River Economic Belt. The evaluation results show the level of the financial expenditure efficiency of the provincial administrative regions. It reflects the main factors that affect the efficiency of local fiscal expenditure. The results show that there is no direct relationship between the efficiency of local fiscal expenditure and the level of local economic development. Based on the results of the analysis, the author puts forward some ideas to improve the efficiency of local fiscal expenditure in the Yangtze River economic belt.
