【摘要】：常態(tài)下使用積極財政政策,意味著擴張性財政政策的常態(tài)化。本輪積極財政政策已經(jīng)超期服役而疲態(tài)盡顯,有逐步走向穩(wěn)健的需要。伴隨著中國經(jīng)濟進入新常態(tài)和"L"型增長軌跡的確認(rèn),向穩(wěn)健財政政策過度的基礎(chǔ)已經(jīng)基本具備。地方債置換導(dǎo)致的政府債務(wù)的累積,政府存款暴漲背后的政府支出低效率和由于財政收入增速下滑、財政支出增速的上漲給財政可持續(xù)性和公共部門的穩(wěn)健運行帶來的挑戰(zhàn),供給側(cè)結(jié)構(gòu)性改革、尤其是去杠桿過程的推進,都要求適度穩(wěn)健的財政政策。解決中國經(jīng)濟的中長期問題,不能依靠常規(guī)的周期性財政政策,而是應(yīng)當(dāng)引入結(jié)構(gòu)性赤字和長周期預(yù)算,構(gòu)建符合中國制度和發(fā)展特征的多層次財政平衡體系。
[Abstract]:The use of active fiscal policy in the normal state means the normalization of the expansive fiscal policy . The positive fiscal policy of this round has been out of service and its fatigue is very weak . It has been basically possessed by the government debt caused by the replacement of local debt . With the growth of local debt , the government expenditure on the back of government deposits is low efficiency and due to the decline of fiscal revenue , the government expenditure increases to the financial sustainability and the steady operation of the public sector . It is not necessary to rely on the traditional cyclical fiscal policy , but rather to introduce the structural deficit and long - cycle budget to construct a multi - level financial equilibrium system which is in conformity with the Chinese system and development characteristics .
