【摘要】：陜西省榆林市以其獨(dú)特的煤炭、油氣等礦產(chǎn)資源優(yōu)勢(shì)成為我國(guó)能源富集地區(qū)之一，在發(fā)展這種特色資源優(yōu)勢(shì)中，榆林市也投身于將自身建設(shè)培育為國(guó)家重要的雜糧產(chǎn)業(yè)區(qū)域，推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)向集約化、現(xiàn)代化發(fā)展。截止目前，榆林市全年發(fā)放各項(xiàng)財(cái)政支農(nóng)補(bǔ)貼達(dá)11.7億元，支出規(guī)模大。財(cái)政支農(nóng)資金在陜西省榆林市資金運(yùn)行中表現(xiàn)出的問(wèn)題及不良趨勢(shì)在能源富集地區(qū)具有獨(dú)特性的同時(shí)也具有普遍性和代表性的特點(diǎn)。我們通過(guò)對(duì)陜西省榆林市財(cái)政支農(nóng)資金運(yùn)行中表現(xiàn)出的問(wèn)題進(jìn)行尋根溯源的探索分析，進(jìn)而提出的合乎實(shí)際的對(duì)策及建議，，對(duì)全國(guó)范圍內(nèi)能源富集地區(qū)的財(cái)政支農(nóng)資金運(yùn)行中存在的問(wèn)題的解決具有一定意義上的引導(dǎo)作用。 本文在總結(jié)已有的文獻(xiàn)在對(duì)財(cái)政支農(nóng)資金運(yùn)行中存在的問(wèn)題的研究成果的基礎(chǔ)上，以榆林市財(cái)政支農(nóng)資金運(yùn)行為研究對(duì)象，從理論和相關(guān)的實(shí)證這兩方面進(jìn)行了深層次的研究分析，并從財(cái)政制度、資金的整合力度、財(cái)政支農(nóng)資金支出結(jié)構(gòu)、財(cái)政支農(nóng)資金管理體制、資金管理監(jiān)督機(jī)制等幾個(gè)方面提出了相關(guān)的政策和建議。全文分六個(gè)部分組成：第一部分主要說(shuō)明了本文的選題背景、目的、研究目標(biāo)和方法以及目前的研究現(xiàn)狀；第二部分是財(cái)政支農(nóng)的理論基礎(chǔ)部分，主要包括農(nóng)產(chǎn)品面對(duì)市場(chǎng)的先天性劣勢(shì)理論、農(nóng)業(yè)投資收益率低下理論、公共財(cái)政理論和農(nóng)村公共產(chǎn)品理論。第三部分介紹了陜西省榆林市財(cái)政支農(nóng)的運(yùn)行現(xiàn)狀，分別闡述了財(cái)政支農(nóng)資金在榆林市的資金支出規(guī)模、支出結(jié)構(gòu)、資金在各項(xiàng)支出的分配結(jié)構(gòu)和支農(nóng)項(xiàng)目的管理情況；第四部分揭示了陜西省榆林市財(cái)政支農(nóng)資金運(yùn)行中存在的問(wèn)題及各方面的影響；第五部分主要分析了各方面問(wèn)題產(chǎn)生的原因，通過(guò)數(shù)據(jù)實(shí)例從支農(nóng)具體政策、資金運(yùn)行管理、資金使用三個(gè)方面分析；第六部分主要提出了解決問(wèn)題的思路和途徑。針對(duì)具體的問(wèn)題，從財(cái)政制度、資金的整合力度、財(cái)政支農(nóng)資金支出結(jié)構(gòu)、財(cái)政支農(nóng)資金管理體制等幾方面入手提出對(duì)策和辦法。 通過(guò)對(duì)陜西省榆林市財(cái)政支農(nóng)資金運(yùn)行中存在的問(wèn)題分析，我們發(fā)現(xiàn)雖然榆林市政府對(duì)農(nóng)村的投入不斷增加，有力地促進(jìn)了農(nóng)業(yè)、農(nóng)村經(jīng)濟(jì)發(fā)展和農(nóng)民增收。但財(cái)政支農(nóng)資金管理部門多，財(cái)政支農(nóng)監(jiān)督機(jī)制落后，有限資金使用分散,不能形成合力，投入重復(fù)，交叉現(xiàn)象突出,管理漏洞大。為改變這種需要修訂完善現(xiàn)行支農(nóng)資金管理制度，改革財(cái)政支農(nóng)資金投入管理機(jī)制，健全財(cái)政支農(nóng)資金管理監(jiān)督機(jī)制，強(qiáng)化財(cái)政支農(nóng)資金監(jiān)管問(wèn)責(zé)機(jī)制等整合財(cái)政支農(nóng)資金，力求投資效益最大化的對(duì)策。
[Abstract]:Yulin City of Shaanxi Province has become one of the energy rich areas in China with its unique advantages of coal, oil and gas and other mineral resources. In developing this characteristic resource advantage, Yulin City has also devoted itself to cultivating its own construction as an important national grain industry region. To promote the intensification and modernization of the agricultural industry. Up to now, Yulin City has issued 1.17 billion yuan of financial subsidies to support agriculture throughout the year. The problems and bad trends of the financial support for agriculture funds in the capital operation of Yulin city of Shaanxi province are unique in the energy rich areas and also have the characteristics of universality and representativeness. The problems in the operation of the financial support fund for agriculture in Yulin City, Western Province, are explored and analyzed to find the source of the problem. Furthermore, the practical countermeasures and suggestions are helpful to solve the problems existing in the operation of the financial fund for agricultural support in the energy-rich areas in the whole country to a certain extent. On the basis of summarizing the research results of the existing literature on the problems existing in the operation of financial support funds for agriculture, this paper takes the operation of financial support funds in Yulin City as the research object. From the two aspects of theory and related empirical research and analysis, and from the financial system, the intensity of the integration of funds, financial expenditure structure of agricultural funds, financial support for agricultural funds management system, The paper is divided into six parts: the first part mainly explains the background, purpose, research objectives and methods of this paper and the current research situation; The second part is the theoretical basis of financial support for agriculture, mainly including the theory of congenital disadvantage of agricultural products facing the market, the theory of low yield of agricultural investment. The third part introduces the current situation of financial support for agriculture in Yulin City, Shaanxi Province, and expounds the scale and structure of the expenditure of financial support fund in Yulin City, Shaanxi Province, respectively. Part 4th reveals the problems existing in the operation of financial support funds in Yulin, Shaanxi Province, and the influence of various aspects on the distribution structure of funds in each expenditure and the management of agricultural support projects. Part 5th mainly analyzes the causes of various problems, through the data examples from the specific policy of supporting agriculture, fund operation and management, the use of funds from three aspects of analysis; In the 6th part, the author puts forward the ideas and ways to solve the problems. In view of the specific problems, the countermeasures and methods are put forward from the aspects of the financial system, the intensity of the integration of funds, the expenditure structure of the financial support funds for agriculture, and the management system of the financial support funds for agriculture and so on. Through the analysis of the problems existing in the operation of the financial support fund for agriculture in Yulin City, Shaanxi Province, we find that although the input of the Yulin Municipal Government to the countryside has been increasing, it has been able to promote agriculture. Rural economic development and farmers' income increase. However, there are many administrative departments of financial support for agriculture, the supervision mechanism of financial support for agriculture is backward, the use of limited funds is scattered, the resultant force cannot be formed, the input is repeated, and the phenomenon of crossover is prominent. In order to change this, it is necessary to revise and improve the current management system of agricultural support funds, reform the management mechanism of financial support funds for agriculture, and improve the supervision mechanism of financial support funds for agriculture. Strengthening the mechanism of supervision and accountability of financial support for agriculture and other measures to integrate financial support for agriculture and strive to maximize investment efficiency.
