【摘要】：近年來,我國地方政府債務(wù)風(fēng)險急劇擴(kuò)張,嚴(yán)重威脅金融體系的穩(wěn)健運行和國家財政安全。建立一套完整的政府負(fù)債信息披露體系,充分反映地方政府負(fù)債信息,是防范和控制政府債務(wù)風(fēng)險的重要機(jī)制。本文通過回顧國內(nèi)外相關(guān)文獻(xiàn),總結(jié)政府負(fù)債信息披露理論和實踐的經(jīng)驗與不足,在對當(dāng)前我國不同來源政府債務(wù)統(tǒng)計報表分析和評價的基礎(chǔ)上,提出構(gòu)建政府負(fù)債信息披露體系的具體方案,并指出建立政府負(fù)債信息披露體系中應(yīng)注意的問題。
[Abstract]:In recent years, the risk of local government debt has expanded rapidly in China, which seriously threatens the steady operation of the financial system and the national financial security. A complete government debt information disclosure system is established to fully reflect the local government debt information. It is an important mechanism to prevent and control the risk of government debt. By reviewing the relevant literature at home and abroad, this paper summarizes the experience and deficiency of the theory and practice of government debt information disclosure. Based on the analysis and evaluation of the statistical statements of government debt from different sources in our country, this paper puts forward the concrete scheme of constructing the disclosure system of government debt information, and points out the problems that should be paid attention to in the establishment of the system of government debt information disclosure.
